STORMWATER COMMISSION
MEETING SUMMARY
Wednesday, March 2, 2011
The following persons were present: Chairman Joe Lo Verde, Andrew Vitale, Steven
Vinezeano, Mayor Callero, Chuck Ostman, Tom Polcyn, Mousa Nazzal, Richard
Wlodarski, Scott Jochim and Jeff Wickenkamp/Patrick Lach of Hey and Associates. Also
in attendance was resident Fred Kudert.
1. Introduction and Opening Comments: Vinezeano welcomed all present. Patrick
Lach of Hey and Associates was in attendance.
2. Approve Meeting Summary of Wednesday, January 26, 2011: Vinezeano provided
the summary to members prior to the meeting. The summary was approved for
posting on the Stormwater Commission web page.
3. Old Business:
a. Stormwater Management Ordinance.
i. Hey and Associates discussed Village of Niles Stormwater
Management Ordinance Draft 2-25-2011 and corresponding case
studies. The draft and case studies were prepared based on a
recommendation by the subcommittee that met separately on Friday,
January 28, 2011 per request by the Commission. Per the
recommendation of the subcommittee, the original draft information
was maintained, but with the option of having up to 6 inches of
surface storage (which is currently allowed). Hey discussed the use
and availability of “Vortex Restrictors”, but it was determined that
the ordinance would have to work around specifying use.
The Commission revisited the need to include smaller than 7,500,
but it was reiterated that Article XI. Grades of the Code already
addresses these size properties. Joe LoVerde restated his wish that
neighbors be protected from developments. The Commission also
discussed the need to prevent future problems and correct existing
problems with stormwater from one property to another. It may be
necessary for “land improvements” to be better defined in Article
XI. Grades Code. It was determined that 6 inches of surface storage
shaved about 10 to 15% off the cost of onsite storage. Hey to
prepare a final document for the March Board meeting.
o Hey to provide final draft of Stormwater Management
Ordinance.
b. Hey Modeling and March Board Presentation. There was some initial
discussion of the possibility of some residents near North Park attending the
Board meeting. It will be a goal to address some of the concerns at the pre-
board presentation if this occurs. Evidently all work done on the official
level for this project at North Park that was proposed is all very preliminary
and has no hard data to support it. Engineering is still required.
Hey demonstrated how their modeling is progressing and how it works.
The work is very detailed, yet very time consuming and required Hey to
collect data on almost twice what was originally planned due to the sewer
system in Niles. Hey to date has collected details on over 300 sewer in
Niles and are collecting more as we speak. Over 500 sewers are depicted in
the model already. The presentation will highlight what has been done thus
far and then show how the modeling will be used to determine obstacles and
future solutions.
o On the 17th of March, Hey to return to present a dry run
of the Board presentation to Joe LoVerde, Bob Callero,
and Steven Vinezeano. The Board meeting presentation
will occur on the 22nd.
4. New Business:
a. Preview Next Steps in Engineering Analysis. The concern now, besides
completing the collection and imputing of data, is to determine what the
criterion of “critical” data is. Are we protecting for a 10 year storm? What
do we do with the 100 year data? This data could be used in the future to
change how properties are improved. The Commission discussed how other
towns have already categorized flooding issues. Some discussed began at
the top with basement backups, then overland flow, then yard flooding that
causes property damage, then nuisance flooding in streets and yards.
5. Ongoing Projects and Open Discussion:
a. None
6. Key Issues Outstanding: These issues were outlined briefly.
7. Next Scheduled Meeting: Thursday, March 17th. A small group from the
Commission will meet to review the Hey presentation for the Board of Trustees.
