STORMWATER COMMISSION MEETING SUMMARY Thursday, September 12, 2013 The following persons were present: Chair Joe Lo Verde, Steven Vinezeano, Chuck Ostman, Richard Wlodarski, Robert Callero, Andrew Vitale, Fred Kudert, Tom Polcyn, Mousa Nazzal, Scott Jochim and Jeff Wickenkamp and Patrick Lach of Hey and Associates. The meeting was called to order at 8:30 a.m. I. Approve Meeting Summary of August 1, 2013: The summary was approved to be posted on the Stormwater Commission web page. II. Old Business: i. Flood Control Assistance Program Update. Wlodarski provided an update of the program. He stated 40 applicants have not responded to contact to move forward. He stated about 50 to be done over next couple of weeks for initial inspection. He stated that he anticipates to stay within the budget of 1.25M. There will be about 5 to 10 percent that will not qualify for some reason or another. ii. Small Projects a. No update. iii. Tier 1 Capital Improvements. a. Cleveland Sewer Project. Jeff stated that MWRD is okay with solution, but what happens when sleuth gate closes. He is at 30 percent plans. He said MWRD stated there are no promises the gates will not be closed, but it will not matter since the outflow runs directly to the river then. Value engineering is complete and ready for final engineering. He stated it is time to once again approach the FPD. Resident Mike Shields approached the commission about extending the Cleveland sewer project westward. Jeff stated that future upsizing would be possible, but the cost of upsizing must be justified. Should the pipe be designed from a 60” to a 72”. Mike stated that he does not believe the message about the program and the upcoming projects is understood by the public. He stated that there needs to be a campaign to educate people on the program and progress. Mike stated that he understands that we are putting all this money into a new system, but what about the current sewers that are not being replaced. What is the plan for preventive maintenance? How long with they last? b. Main/Lee Project. Jeff stated that the Lee portion of the project will need to wait until 2015 due to the number of streets that will be under construction with Cleveland sewer project. He is investigating ways to ensure that the Lee project does not negatively impact homes north of Lee during a 100-year storm event that may not have been impacted in the past. c. OLR. The plumber who went to the church was able to determine the problem that was causing the flooding in the basement. It was discussed how the Church would not allow more water to be passed to the church if this simple problem was not corrected. The new sewer from Greenwood to Normal will also reduce water in that direction. A meeting is set to meet with Father Chris. iv. IGIG Project. Scott Jochim stated that the project was well done and done under budget. It beautified the area and made it more functional. III. New Business: i. Tier III Project Development. It was discussed that the next meeting will cover possible Tier III projects. Most likely, Tier II will be reevaluated completely to ensure the triage is correct moving forward since there was additional study completed since the study was completed. ii. Stormwater Commission Management. It was discussed that the Village Manager cannot be expected to continue to be the project manager of the stormwater projects. The projects are now growing beyond his workload capacity and knowledge of actual stormwater construction of this size and scope. There is also a need for this position to play an oversight role of Hey and Associates to ensure the Village’s interests are protected. There was discussion of how there is only one engineer, a tech and the superintendent. If the engineer retires, there will not be anyone to do in-house projects. Vinezeano made a motion to recommend to the Village Board the hiring of a new engineer. This motion was not seconded. IV. Open Discussion: The Chair shared a resident letter and requested Vinezeano to respond to it on his behalf. V. Next Scheduled Meetings: TBD
