Stormwater Commission Meeting Summary
Tuesday, October 31st , 2017
Members Present: Fred Kudert, Steven Vinezeano, Rich Wlodarski, Thomas Powers, Mary
Anderson, Robert Callero, Andrew Vitale, and Chuck Ostman.

The Stormwater Commission meeting convened at 8:00 a.m. in the Council Chambers at Village
Hall.
July 13th Meeting Summary: The Meeting Summary for the July 13th, 2017 meeting was
approved.
Old Business: The following topics were presented and discussed.
MWRD Green Infrastructure Grant
The senior center Green Infrastructure grant was submitted and the MWRD and award notice is
expected in Mid-November.
New Business: The following topics were presented and discussed
9805 Lauren Lane
Mr. Capek from 9805 Lauren Lane discussed a yard drainage problem he is having. Water has
ponded in his backyard since he moved in. He installed a sewer in his back yard to drain the
yard. The pond has gotten larger over time and has approached his back door. It has filled his
yard and runs out the south side of the property via overland flow. At times he has had problems
with water overflowing his window well and flooding his basement. Mr. Capek has dug a swale
in his yard to drain it south to Maynard. Mr. Capek wants the neighbor to accept the water from
his yard even though that is not the current drainage pattern. He spoke with his neighbor but was
unsuccessful in getting the neighbor to accept his yard drainage. Mr. Capek does not want
money but wants someone from the Village to talk to his neighbor. The Village has offered
flood control assistance to protect his window wells but Mr. Capek he has refused the assistance.
The Village has agreed to discuss the situation with the neighbor however there is no code
enforcement issue to force the neighbor to take the water from Mr. Capek yard. As the drainage
pattern exists today Lauren Lane in front of 9805 Lauren Lane is lower than Maynard Road,
therefore the current drainage pattern is not towards Maynard Road and cannot be imposed on
the neighbor involuntarily.
Landscape Waste
Public Services shared an issue regarding residents pushing grass clippings into the street.
Recently quite a few residents have begun pushing grass clipping in the street. Two years ago
the Village waste hauler rejected loads due to excessive grass clippings in the leaves. The grass
clippings are harmful to area water ways due to the nutrient loading that results when the grass
washes into the sewer and out to the river. Grass clippings are required to be placed in yard
waste bags. Previously residents might intermingle leaves with grass as a minor offense, this
year the practice has become more blatant with just grass clippings being placed in the street.
The Village manager noted that the Matrix study noted that the Village should get away from
leaf pick up in general. The process creates a risk management problem with snow preparations
as well as the issue with stormwater inlets getting clogged.
The commission recommended that letters are delivered to obtain compliance prior to issuance
of citations. The commission also recommended that Community Development reach out to
licensed landscape companies with letters to inform them of their responsibility to haul away
landscape waste. If the piles do not eventually get removed after an initial notice, citations will
need to be issued.
Stormwater update
The stormwater update report was sent out on October 20th for review by the commission. Hey
did not prepare a presentation or have further handouts available for the commissioner’s review
at the current meeting. Due to the lack of materials available for the commissioner’s review
during the meeting the detailed stormwater update discussion was tabled.
Some of the commissioners had reviewed the report and others had not. It was decided that the
commissioners would have 10 days following the meeting to submit comments. Following the
comments submission, Hey will update the report. Once the report is revised, the report will be
updated and reviewed at a future commission meeting. Hey will provide hard copies and present
the final report at the next Stormwater Commission meeting.
Capital Improvement Program
The Village Manager and Public Services met to discuss a future capital improvement program
(CIP). The results of the stormwater program update should be incorporated into the capital
improvement program by January 1st. A large project or program would need to be bonded. A
recommendation will be required from the Commission for budget purposes and CIP planning.
Staff mentioned that the stormwater program would likely be a multi-year program. The next
step in the program would be to move forward with preliminary engineering for priority projects.
Eight projects in table 6 should be the focus of the stormwater commission and thought should
be given how to proceed with those potential projects. It also might bear considering projects
from additional quadrants.
A final question was asked about how much of the $50,000 Flood Control Assistance budget had
been used to date. Four houses have been reimbursed with one in the pipeline. The commission
recommended the $50,000 budget is maintained. Total expenditure for the program has been
close to $1.8 million.
Next Meeting Date
The date of the next meeting will be determined at the call of the Chairman. The next meeting
will be held after the 10 day comment period and Hey has addressed the resulting comments.
