WELCOME
The North Las Vegas City Council welcomes each of you to its City Council Meeting On
March 12, 2020 and March 15, 2020, respectively, the State and the City declared
States of Emergency related to COVID-19.
To ensure your safety and the safety of others, anyone interested in speaking in
regards to items on this agenda may participate in one of the following ways:
Submit comments no later than 2 PM on February 16, 2022 using the online form
found at http://www.cityofnorthlasvegas.com/departments/cityclerk;
Provide comments to City Clerk no later than 2 PM on February 16, 2022 by
emailing cityclerk@cityofnorthlasvegas.com;
Call when a public hearing item is heard using its item specific phone number;
call at the beginning of the meeting to speak at the first public forum for items
under consent, business, ordinances, and appointments using the phone
numbers for those headings; or call at the end of the meeting for the second
public forum using its number. Callers will be in a queue and recognized when it
is their turn to speak; and
If attending in person, by speaking during the designated public comment periods
on the agenda or in connection with public hearing items on the agenda.
If you wish to speak, please complete one of the blue cards, which are located on the
table outside the main entrance and at the podium rail. Please give the card to the City
Clerk. When called upon to speak, we request that you limit your comments to no more
than three minutes, and that you avoid repetition. Please keep in mind the rules of
decorum by addressing the Council and Agency as a whole and not individual
members and limiting your comments to issues regarding City government. As a
courtesy to others, we ask that cellular phones and pagers be turned off during the
meeting. Please no food or drink inside Council Chambers.
Items on the agenda may be taken out of order. Two or more agenda items may be
combined for consideration or items may be removed from the agenda or have the
discussion delayed to another date. For general questions regarding this agenda or for
supporting material, please contact Jackie Rodgers, City Clerk at (702) 633-1030.
The North Las Vegas City Council Chambers is accessible to all persons. If you
need special assistance to attend and participate in this meeting, please call Relay
Nevada, a free service provider for deaf, hard of hearing, deaf-blind or those
having difficulty speaking on the phone, by dialing 7-1-1. Call at least 72 hours in
advance of the meeting in order to speak to City offices in order to submit your
comments on agenda items.

These proceedings can be viewed in person at Council Chambers or live online at
the City’s website and YouTube. Council meeting video is recorded for future viewings
on KCLV, Cable Channel 2. The video of the meeting is rebroadcast on KCLV Channel
2 the Friday after the meeting at 4:00 P.M., the following Tuesday at 12:00 P.M. and the
following Thursday at 6:00 A.M. Video rebroadcasts can also be viewed on Channels 2
or 1002 by Cox customers. The video of the meeting is published to the City’s Public
Access Portal the day after the meeting.

3. Authorize Submittal of Grant Application and Acceptance of the Resulting Grant
Award from the U.S. Economic Development Administration for the Build Back
Better Challenge Program for a Federal Share Amount of $19,121,767 and a
Required Local Match in the Amount of $17,650,862 to Advance Water
Infrastructure Development in Northern APEX. (Citywide) (For Possible Action)

5. Approve the Professional Engineering Services Agreement with Atkins North
America, Inc. in an Amount Not to Exceed $396,335 Funded by the Motor
Vehicle Enterprise Fund, and Motor Vehicle Fuel Tax to Provide Design Services
for the Brooks Avenue Site Improvements Project, CIP Project No. 10485. (Ward
2-Goynes-Brown) (For Possible Action)
6. Approve Purchase and Sale Agreement and Joint Escrow Instructions with Alicia
Taylor for the Sale of Approximately 1.39 Acres of Real Property, Identified as
APNs 139-16-310-086 and 139-16-310-087, Generally Located at the Northwest
Corner of Martin L. King Boulevard and June Avenue for $161,000. (Ward 2

7. Ratify Purchase of Emergency Services and Parts to Install Two 24-Inch Valves
at the City’s Camino Al Norte Pump Station in the Amount of $57,278, CIP

8. Approve First Amended and Restated Interlocal Agreement with the Southern
Nevada Water Authority for Power Supply Assets, Transmission Assets, and
