4970 CITY HALL BLVD City of North Port NORTH PORT, FL 34286 Meeting Minutes City Commission Regular Meeting CITY COMMISSIONERS Phil Stokes, Mayor Pete Emrich, Vice Mayor Barbara Langdon, Commissioner David Duval, Commissioner Demetrius Petrow, Commissioner APPOINTED OFFICIALS Jerome Fletcher, City Manager Michael Fuino, City Attorney Heather Faust, City Clerk Thursday, November 6, 2025 4:00 PM City Commission Chambers CALL TO ORDER Mayor Stokes called the meeting to order at 4:00 p.m. ROLL CALL Present: 5- Mayor Pete Emrich, Commissioner David Duval, Commissioner Demetrius Petrow, Vice Mayor Barbara Langdon and Commissioner Philip Stokes ALSO PRESENT City Manager Fletcher, City Attorney Fuino, Assistant City Clerk Powell, Board Specialist Lindner, and Deputy Police Chief Morales. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Myra Eagle. 1. APPROVAL OF AGENDA Mayor Stokes requested a motion. A motion was made by Commissioner Langdon, seconded by Vice Mayor Emrich, to approve the agenda as presented. The motion carried on the following vote: Yes: 5- Mayor Emrich, Commissioner Duval, Commissioner Petrow, Vice Mayor Langdon and Commissioner Stokes 2. PUBLIC COMMENT: In Person: Sean Burroughs: Expressed support of Item No. 25-2873. Michelle Seeman: Expressed support of Item No. 25-2873. Joan Morgan: Expressed support of Item No. 25-2873 and spoke to advisory board attendance and student memberships. Steven Harrison: Spoke to his upcoming application to Charter Review Advisory Board (CRAB), his background, and adjustment of board vacancy requirements. WELCOME OF NEW EMPLOYEES: 25-2936 Welcome New Employees Mayor Stokes announced the item. Mr. Fletcher introduced the item. Ms. McDade announced the new employees. 5. PROCLAMATIONS AND RECOGNITIONS 25-2873 Presentation of a Key to the City to Bill Gunnin. Public Comment: In Person: Jill Luke: Expressed support of Item No. 25-2873. Heather Jorge-Renner: Expressed support of Item No. 25-2873. Commission presented the Key to the City. 25-2313 Presentation of a Proclamation Proclaiming November 7th, 2025, as Love Your Lawyer Day, to be Presented to the City of North Port City Attorney’s Office. Commission presented the Proclamation. 25-2730 Presentation of Checks for Receipt of Donated Forfeiture Funds by the City of North Port to Local Organizations. Commission presented the Checks. 25-2815 Presentation of a Proclamation Proclaiming November 19th, 2025, as National Geographic Information System Day, to be Presented to City of North Port Information Technology Geographic Information Systems. Commission presented the Proclamation. 25-2900 Presentation of a Proclamation Proclaiming November 9th Through November 15th, 2025, as Law Enforcement Records Personnel Week, to be Presented to City of North Port Police Department. Commission presented the Proclamation. 6. PUBLIC COMMENT: There was no public comment. 7. For almost every agenda item, the City staff has prepared materials for Commission consideration and provided a staff recommendation. All of these materials are available at the City Clerk's Office, during normal business hours, for inspection and (for a fee) copying. Questions on these materials may be directed to the staff member who prepared them, or to the City Clerk's Office, who will refer you to the appropriate person. AMERICAN WITH DISABILITIES ACT OF 1990 - The North Port City Hall is wheelchair accessible. Special parking is available on the west side of City Hall and the building may be accessed from the parking area. Persons with hearing difficulties should contact the City Clerk to obtain a hearing device for use during meetings.
