APPROVED MINUTES OF A MEETING OF THE ARCHITECTURAL CONTROL COMMISSION VILLAGE OF NORTHBROOK COOK COUNTY January 12, 2012 Chairman Schwall called the meeting to order in the Terrace Room of the Village Hall at 5:32 PM. On roll call, present were: Chairman Schwall, Members Heidbrink, Jordison, Katz, Menn, Rubenstein, and Town (7); Absent: None (0); also present: M. Mitchell Kohlstedt, Planner and T. Poupard, Director of Development and Planning. Public Comments There were no comments from the public at this time. Review of minutes Member Rubenstein asked that the date in line 18 on page 2 of the minutes be changed from November 15 to November 30. There were no other corrections so Member Menn made a motion to approve the minutes of October 13, 2011 which was seconded by Member Rubenstein. On voice vote, the motion carried. Level III Design Review Permit 1199 Shermer Road – Single Family Residence in the C-1 Specialty Commercial District Mike Lynch, the Applicant was present for the meeting. Planner Kohlstedt presented the application. The Applicant distributed revised rear elevation drawings of the proposed home renovation which contained a revised exterior stairway entrance into the basement of the home. Since the home is located within the C-1 District, the home renovation requires a Level III Design Review and not solely a Single Family Elevation review. The Applicant presented the Commissioners with the material samples for the roof shingles, the siding, and stone. The Applicant stated that the exact stone sample match was not available to be presented so the one being presented is not representative of the color desired by the Applicant. The Commissioners stated that the Applicant must submit the actual stone color sample to staff for review and approval. Member Rubenstein asked the applicant what color the trim would be around the home. The Applicant responded the trim would be painted Hardie Siding Arctic White. The Chairman stated that the Applicant will need to submit a sample of the paint color for the trim. Member Katz asked what color the window surrounds would be. The Applicant stated that the window surrounds would also be Arctic White. The Commissioners requested that all trim, gutters, downspouts, window surrounds, railings, and columns be painted to all match Arctic White and that a material sample be submitted to staff. Member Rubenstein also requested that the sides of the dormers on the roof contain the same siding as is being proposed for the exterior of the home. The Applicant agreed to all conditions. The Applicant also specified that the stone columns will contain limestone caps. Lastly, Member Schwall stated that the Board recommendation contain a condition specifying that the home cannot be used as two flat or multi-family dwelling and that it will be a single family home containing an in home business on the first floor. Member Heidbrink motioned, seconded by Member Rubenstein, to approve the application based on the drawings presented 1/12/12 and would be subject to the following conditions: 1) submit a material sample of the actual proposed stone color; 2) submit material sample for the arctic white trim proposed on the home; 3) all trim, gutters, downspouts, window surrounds, railings, and columns be painted to all match Arctic White; 4) the stone columns shall have limestone caps; 5) the sides of the dormers will contain James Hardie Siding in Cobble Stone; 6) at no time shall the home be used as a two-flat or multi-family dwelling. On voice vote, the motion carried. 1324 Shermer Road – Edible Arrangements Wall Sign Darren Zheng, the Applicant was present for the meeting. Planner Kohlstedt presented the application. In summary the request is for an internally illuminated wall sign for a new tenant in the Village Green Shopping Center. The proposed wall sign will be primarily red in color with a multi-color business logo. Member Rubenstein motioned, seconded by Member Katz, to approve the application based on the drawings presented 1/12/12. On voice vote, the motion carried. New Single Family Elevations The following elevations were reviewed: 2145 Ash Lane – Town Studios, Inc. Member Katz motioned, seconded by Member Heidbrink, to allow Staff to review the elevations and handle the appropriate paperwork. On voice vote, the motion carried. 1872 Lincoln Ave. – Kang Architects Member Katz motioned, seconded by Member Heidbrink, to allow Staff to review the elevations and handle the appropriate paperwork. On voice vote, the motion carried. 2055 Farnsworth – Town Studios, Inc. Chairman Schwall questioned the FAR of the proposed home and Planner Kohlstedt stated that it is not compliant with the Zoning Code requirements and the design will need to be modified. Member Katz motioned, seconded by Member Heidbrink, to allow Staff to review the elevations and handle the appropriate paperwork. On voice vote, the motion carried. 2030 Maple Ave. – Town Studios, Inc. Member Katz motioned, seconded by Member Heidbrink, to allow Staff to review the elevations and handle the appropriate paperwork. On voice vote, the motion carried. Programming Code Amendments and ACC Initiatives Director Poupard reported that Staff received the newest version of the Building Codes. Director Poupard stated that staff will review the Codes and provide the Commissioners with a summary of the highlights that will require discussion and modifications. Director Poupard also stated that he would like to review the new code changes along side with some applicable Zoning Code amendments to present to the Board as one package. The Members agreed to this process. New Business The commission discussed potential amendments to the Zoning Code to eliminate the design of bonus rooms and how to best address FAR for single family residences. Director Poupard said that staff will continue to work on this matter as the codes are reviewed. Old Business There was no old business. Adjourn Member Rubenstein moved, seconded by Member Menn, that the meeting be adjourned. On a voice vote, the motion was approved. The meeting was adjourned at 6:30 PM.
