1 APPROVED 2 3 MINUTES OF A MEETING OF THE ARCHITECTURAL CONTROL COMMISSION 4 VILLAGE OF NORTHBROOK 5 COOK COUNTY, ILLINOIS 6 May 15th , 2013 7 8 Commissioners Present (5) 9 Al Schwall, Chairman 10 F. Call to Order 24 Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at 6:21 p.m. 25 A quorum was present. 26 27 2. Public Comments 28 There were no comments from the public. 29 30 3. Review of Minutes 31 Commissioner Heidbrink moved, seconded by Commissioner Schwall, to approve April 3rd, 2013 and April 11, 32 2013 minutes for the Architectural Control Commission (ACC) meetings without corrections. On a voice vote, 33 the motion was unanimously carried. 34 35 4. Design Review Permits – None 36 37 5. Wrap up of recommendations – 2012 Building Related Codes and Possible Local Amendments 38 39 Director Poupard explained that we have not finished the language on window wells and elevators. We need to 40 define terms. For example, the term “new construction” needs to be defined. Chairperson Schwall agreed that 41 before adopting codes that people need to read and understand them before they are implemented. 42 43 A discussion was held on how to disseminate the information for the new codes. Director Poupard suggested an 44 open house for the building community to discuss the new codes. Chairperson Schwall suggested a cover letter 45 with the permit letter. Director Poupard suggested that we post online with a 30-day question and answer 46 forum. Lynne Coleman suggested posting guidelines for new homeowners on the Village of Northbrook’s Page 2 Minutes of the May 15, 2013 Architectural Control Commission Meeting 1 website. A need to post a buyer beware notice was discussed as well. Chairperson Schwall discussed that 2 there needs to consequences for construction not built to code. 3 Chairperson Schwall suggested a Contractors Test should be required in order to build within the community. 4 The City of Evanston has this test and requires the contractor to take the test every 3 or 4 years in order to keep 5 your permit active. It was suggested Mike Strong look into the Contractors Test. There is and overall concern 6 that the quality of construction is dropping. 7 8 Chairperson Schwall suggested the licensed person has to be on site for any inspection including electrical and 9 plumbing. Only the licensed plumber is required to be there for the inspection. It would also save time with 10 follow up phone calls asking what didn’t pass inspection. Chairperson Schwall suggested the contractor and 11 subcontractor need to show up for the inspection. 12 13 Director Poupard discussed that we need to set our priorities during an inspection. 14 15 6. New Single Family Elevations: 16 17 a. 2144 Ash (R-5) – Gilmore Architects 18 b. 2315 Catherine (R-5) Clifford Town Architect 19 c. 2034 Maple (R-5) BSB Design Architects 20 d. 2429 Maple (R-5) Pathmann Architects 21 e. 1520 Orchard (R-5) BSB Design Architects 22 f. 1536 Orchard (R-5) Clifford Town Architect 23 g. 2509 Walters (R-5) Balsamo Olson Architect 24 25 A revised residential drawing was passed out for 2509 Walters. 26 27 Commission members all agreed that the staff could review and approve the elevations. 28 29 9. New Business Director Poupard noted that the Board recently reviewed a preliminary application involving a “cottage-style” development on Dundee Road. The proposed homes would be built with a smaller footprint and in a common, cottage style. The Board liked the overall design of these new homes. If a formal application is filed it would come before the ACC as well as the Plan Commission. 30 10. Old Business 31 There was no old business. 32 33 11. Adjournment 34 There being no further business, Commissioner Bob Katz moved, seconded by Commissioner Heidbrink, to 35 adjourn the meeting.
