29 Chairman Alan Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane,
30 at 5:34 p.m.

33 Chairman Schwall called the roll. A quorum was present.

35 Review of Minutes
36 Commissioner Menn moved, seconded by Commissioner Town, to approve the September 11, 2014
37 Architectural Control Commission (ACC) meeting minutes as submitted. On a voice vote, the motion
38 was unanimously carried.

40 Public Comments Regarding Items Not on the Agenda
41 None.

43 Continued Review of Building Permit Extension Request – 1722 Chapel Court
44 Assistant Director Nick Desario provided an update on the property at 1722 Chapel Court including that
45 since the ACC met on September 11, 2014 the embankment failure has been addressed but there is an
46 impasse on issues with the foundation and the property line. There continues to be concern about
47 excessive excavation on the east side yard. The architect will be submitting information on the fill

1 material to be used, as well as information on the tree preservation issues. Cornell Structure Soil was
2 discussed and there is no agreement between parties on using that.

4 Nick Desario added that he continues to work with legal staff in completing an agreement to establish a
5 sensible construction timeline in which the development is able to be completed. He said it would
6 include a construction schedule and also address the concerns associated with the east side yard and
7 the impact to the existing trees.

9 774 Skokie Boulevard (Plan Commission Docket No. 14-16) – Review of Proposed PNC Bank Drive-
10 Through (Building Design & Materials, Signage and Landscape)
11 David Schoon, Village Assistant Director/Development and Planning Services, gave a presentation of the
12 proposed building, signage and landscaping as part of an application submitted by Pittsburgh National
13 Corporation, dba PNC Bank, lessee of property at 774 Skokie Boulevard, which is owned by Morningside
14 Crossroads Retail, LLC. He said they are requesting approvals for a special permit for a drive-through at
15 a financial institution, an exception to reduce the required number of loading spaces from 1 to 0, final
16 plan approval for the building elevations and drive-through and approval of any other variations,
17 waivers subdivision and zoning relief as may be necessary. David Schoon said the Plan Commission is
18 scheduled to conduct its first public hearing on this application on October 21.

20 There was discussion of the site plan, the building design and footprint and changes to the parking space
21 were also discussed.

23 Rich Leifert of PNC spoke to the design and proposed changes. The proposed project materials were
24 shown and compared with the materials at the existing other outlots. There was discussion of the
25 signage and proposed landscaping. There was discussion of the coordination of the colors of materials
26 used. Richard Leifert displayed physical samples of the proposed building materials. The ACC had the
27 opportunity to observe the sample boards. Leifert assured the ACC that the elevations shown in the
28 PowerPoint presentation are accurate.

30 The Chairman and other ACC members had the opportunity to ask questions about the roof material
31 and the brick materials, as well as about the outlot building colors. Leifert said that it is expected that
32 construction will begin in February or March of 2015.

34 Commissioner Town motioned, seconded by Commisioner Katz, to approve the building, alterations,
35 material, colors and modifications as discussed. On a voice vote, there were all ayes and the motion was
36 approved.

38 Update on State Plumbing Code and Local Codes
39 Tom Poupard, Village Director Development and Planning Services, gave an update on the plumbing
40 code – specifically the village code interacting with the state code. Tom Poupard will continue to discuss
41 this and keep the ACC informed on all development with the State Plumbing Code.

43 Discussion of Inspection Challenges
44 Tom Poupard gave an update on inspection challenges as the building codes continue to change.
45 Specifically, the blower tests and the Energy Conservation Code were discussed. There was discussion of
46 doing the blower test as an inspection before the drywall and before the final inspection. Tom Poupard
47 and Nick Desario both said there department is looking at when to do this blower test. Other issues

1 with deep basements were discussed. Tom Poupard said he wanted to make the ACC aware of some of
2 these inspection challenges and asked if any members had any input for these issues.

4 New Single Family Home Elevations
5 Director Poupard announced that there were 4 homes on the agenda for discussion and review.
6 Commission members reviewed the individual homes as presented in the packet. New single family
7 home elevations for consideration include:
8 a. 1051 Blackthorn (R-5 District) – Alberts Associates, Architect
9 b. 2415 Illinois Road (R-5 District) – Aspect Design Inc., Architect
10 c. 2980 Koepke Road (R-3 District) – Prairie Tech, Architect
11 d. 1421 Linden Road (R-4 District) – Clifford Town, Architect

13 The ACC reviewed the information on the new single family home elevations. Member Urbanczyk noted
14 that the elevation proposed for 2415 Illinois Road was very similar to several houses on Illinois Road and
15 in the general neighborhood. There was discussion of how close together these similar homes are being
16 built. It was discussed that the developer is buying up the lots and putting the same house on each lot
17 with only a few minor tweaks to the design. The ACC discussed that attention should be shown to
18 similar houses not just directly across from each other but also directly across and over by one house on
19 each side. The ACC members discussed a need to review the elevation at 2415 Illinois Road further.

21 Commissioner Katz motioned, seconded by Commissioner Menn, to approve the elevations on
22 Blackthorn, Koepke and Linden Roads as presented and to table for further discussion the elevation of
23 the home at 2415 Illinois Road. On a voice vote, the motion was approved unanimously. Member
24 Town abstained from voting.

27 Director Poupard announced that there are possible new businesses coming to locations with the Village
28 that are currently vacant. There was also discussion on the stringency of material and installation of
29 copper pipe versus CVPC.

35 There being no further business, Commissioner Katz moved, seconded by Commissioner Menn, to
36 adjourn the meeting. On a voice vote, the motion unanimously carried and the meeting adjourned at
37 6:42 pm.
