A quorum was present. 41 42 Review of Minutes 43 Commissioner Katz moved, seconded by Commissioner Heidbrink, to approve the October 9, 2014 44 Architectural Control Commission (ACC) meeting minutes as submitted. On a voice vote, the motion 45 was unanimously carried. 46 47 1 1 Public Comments Regarding Items Not on the Agenda 2 None. 3 4 Village Green Overlay Design Review: 5 6 1300 Meadow Road – Proposed Wall Signs 7 Introduction and review of the proposed Level III Design Review was given by Northbrook Village Senior 8 Planner Michaela Kohlstedt for the application submitted by Van Bruggen Signs on behalf of Fifth Third 9 Bank at 1300 Meadow Road which is a commercial property containing a drive-through bank facility. 10 The application is to allow installation of two new wall signs at 1300 Meadow Road to identify the other 11 office tenants. This building is in the Village Green Overlay District and new signs need to be reviewed 12 by the ACC and considered for approval by the Village Board of Trustees. The background information 13 provided by Senior Planner Kohlstedt included that there will be no changes to the existing signs, there 14 will be an addition of two new wall signs and no additional ground signs. There was discussion on the 15 location of the signs on the front and rear façade of the building. Bill Van Bruggen and Chad Pendlay 16 also addressed the ACC and answered questions concerning the dimensions of the signs. There was 17 discussion by ACC members and staff about the total number of signs allowed on the property and the 18 existing box sign. ACC members expressed concerns about the proposed size of the new signs. Village 19 staff members said that the ACC can ask the petitioner to come back before the ACC with a new design 20 plan. Discussion of acceptable signage included making two separate signs positioned each under the 21 windows with the size not exceeding the width of the shutters. After lengthy discussion the ACC gave 22 direction for the Village staff to work with the petitioner to design signage and move it forward to the 23 Village Board. 24 25 Member Heidbrink moved, and seconded by Member Katz, to approve two box signs for the front of the 26 building, and one panel wall sign for the rear of the building, located at 1300 Meadow Road with the 27 two new signs to be divided and located under each existing window on the front of the building with 28 each of the two new signs to fit within the width of the shutters with brick still visible on each side. On a 29 voice vote, there were four ayes and one nay (Katz) and the motion was approved. 30 31 772 Skokie Boulevard (PC Docket No. 14-15) – Panera Bread Drive-Through (Building Design & 32 Materials, Signage and Landscape) 33 Assistant Director David Schoon gave an introduction and background on the application submitted by 34 Panera LLC for approval for a drive-through facility, three wall signs and other elements. The Plan 35 Commission is scheduled to conduct its first public hearing on the application on November 18. There 36 was discussion of the project description, the site design and building design. Bryan Slonski from Panera 37 discussed the elevations, the sidewalk and the entry doors. There was discussion of Panera building 38 footprint increasing from 4,100 square feet to 4,323 feet. There was also discussion of the canopies, the 39 materials to be used, the awnings and the internal downpipes on the awnings. There were samples of 40 the materials available for the ACC to view. There was also explanation of the trash enclosure by Bryan 41 Slonski. ACC members inquired about the trash enclosure and if it would be brick. Discussion included 42 that the PNC Bank trash enclosure is brick and the Panera trash enclosure should also be brick. 43 44 Member Katz moved, and seconded by Member Heidbrink, to approve the design changes to the 45 elevation as presented with the following exception – the trash enclosure should be the Sioux City 46 Desert Blend brick material. On a voice vote, the motion was unanimously approved. 47 48 2 1 790 Skokie Boulevard (Sleepy’s) – Proposed Wall Signs 2 Assistant Director David Schoon gave an introduction and background on the application submitted by 3 AnchorSign on behalf of Sleepy’s to request the installation of wall signs at 788/790 Skokie Boulevard. 4 The review and approval are to locate wall signs on the east and west sides of the building. Anthony 5 Perna of SignCo discussed Sleepy’s signage and their branding. There will be three tenants in the 6 building – Zengeler, Chipotle and Sleepy’s. 7 8 Mr. Perna said the signs fall within all of the requirements. He discussed the use of LED lights. 9 10 Member Katz inquired about the rear elevation signs and making the rear signage more uniform. 11 Discussion about the rear of the building included that there is parking in back that makes the rear 12 entrance as important as the front entrance. The ACC members said they would like to see the rear of 13 Buildings A & B of the development to have signage in the same general horizontal alignment. Staff 14 stated that they would ask the developer to inform the other tenants of this request. 15 16 Member Katz moved, and seconded by Member Heidbrink, to approve the proposal by Sleepy’s as 17 submitted for wall signage on the east and west elevations of the building. On a voice vote, the motion 18 unanimously passed. 19 20 Update on Expired Permit – 560 Pfingsten Road 21 Village of Northbrook Assistant Director Nick Desario presented to the ACC members a copy of the letter 22 of the Notice of Complaint for the property located at 560 Pfingsten Road. The Commission liked that 23 the violations were clearly laid out in the violation letter. Assistant Director Desario said the violation 24 letter has been discussed with the property owner. 25 26 The neighbor at the property directly to the south of this property was also present. This homeowner 27 has his house for sale and was attending the ACC to express his concerns. 28 29 Director Poupard noted that there is no action for the ACC to take, the Village staff just wanted to keep 30 the ACC informed on the status of this property and to notify the members that enforcement action has 31 been started by the Village staff. 32 33 Continued Review of the Single Family Elevation – 2415 Illinois Road, Aspect Design, Architects 34 Director Poupard noted that this item was continued form the last meeting. He distributed the 35 elevations of homes previously approved by the same builder and architect. 36 37 There was a presentation by Jeffrey Letzer, Aspect Design Inc. and Derek Baczuwski that included 38 discussion of elevations at 2415, 2418 and 2406 Illinois Road. The discussion included that these all 39 have similar floor plans but the architect has taken steps to present various front elevations including 40 using dormers, front porches, etc. to break up the design on the front elevations. 41 42 Discussion from ACC members included that there is enough variation to approve the elevation at 2415 43 Illinois Road in accordance with the Municipal Code standards. Motion by Katz, seconded by Heidbrink, 44 to approve the elevation at 2415 Illinois Road as presented. On a voice vote there were all ayes and the 45 motion passed. 46 47 New Single Family Home Elevations: 48 a. 2240 Farnsworth Lane (R-4 District) – Aspect Design, Inc., Architects 3 1 b. 2271 Dehne Road (R-4 District) – ALA Architects & Planners, Inc. 2 c. 920 Hawthorne Lane (R-4 District) – Clifford Town, Architect 3 d. 2336 Brentwood Road (R-3 District) – J.R. Byrnes, Architect 4 5 The ACC reviewed the information on the new single family home elevations. 6 Motion by Katz, seconded by Heidbrink, to approve all of these single family home elevations as 7 presented. On a voice vote, motion was unanimously passed. 8 9 Update on State Plumbing Code and Local Codes 10 Tom Poupard, Village Director Development and Planning Services, gave an update on the plumbing 11 code – specifically the village code interacting with the state code. Tom Poupard will continue to discuss 12 this and keep the ACC informed on all development with the State Plumbing Code. Next month, 13 Director Poupard will present model codes for the ACC to review. 14 15 Continued Review of Permit Extension Request – 1722 Chapel Court 16 Assistant Director Desario gave an update of this property including that the foundation has been 17 completed with the exception of the garage. He reviewed that there has been an impasse with the east 18 property line and the overly excavated side yard. The approval was given on November 7 and the 19 garage will be poured in the next week. They will be using clay for backfill. The homeowner has hired 20 an arborist concerning the issues with the neighbor and the trees. The Village Public works is reviewing 21 the report from the arborist that was submitted. There will be a schedule for construction forthcoming 22 after the foundation is completed. 23 24 New Business 25 The Chairman and ACC members discussed the requirement for elevations for houses to be different 26 only directly across from each other. The ACC would like to expand that to three houses -- meaning the 27 house directly across and one house on each side of that one directly across need to be different 28 elevation. The members of the ACC all agreed on this. Mr. Poupard noted that this will require an 29 amendment to the Municipal Code, but that can be scheduled for the spring, once the building code 30 amendments have been completed. 31 32 There was also discussion about clarifying what the description, the task and the function of the ACC 33 should be going forward. The ACC asked that the Village Board clarify what the role of the ACC is going 34 forward. There was direction from the ACC to the Village staff that the ACC would like to meet with the 35 Village Board and the Plan Commission to get clarity on what each of those bodies would like from the 36 ACC. 37 38 Mr. Poupard said that this can be a good topic when several other design issues are discussed with the 39 Board and Plan Commission – several code amendments are being considered next year that will require 40 interaction between the ACC and Plan Commission. 41 42 Old Business 43 There was no old business. 44 45 Adjourn 46 There being no further business, Commissioner Katz moved, seconded by Commissioner Heidbrink, to 47 adjourn the meeting.
