28 Acting Chair Town called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at
29 5:32 p.m.

32 Roll was established. There was a quorum.

34 Review of Minutes
35 Commissioner Menn moved, seconded by Commissioner Jordison to approve the March 19, 2015,
36 Architectural Control Commission (ACC) meeting minutes as submitted. On a voice vote, there were all
37 ayes, and the motion was unanimously approved.

42 Timbers Edge Planned Development – Final Plan – Review of Updated Elevations & Other Designs
43 Senior Planner Kohlstedt advised that previously, when the concept plan was proposed, the ACC asked
44 for some refinements. Consequently, this application includes building elevations (21 units), materials
45 (including colors), sidewalk/paving details, lighting (standard street lighting), fence/arbor/pedestrian
46 furnishing detail, landscape plan, Homeowner Association documents, guest parking layout (parking to
47 be installed on south side of cul-de-sac and on the west side of the street north of the cul-de-sac).

1 Senior Planner Kohlstedt noted the items for the ACC to consider are:
2 If architectural designs are adequate
3 Materials/color schemes
4 Landscaping (in common areas and Dundee Road)
5 Pedestrian furnishings
6 Commissioner Town asked how many guest parking spaces were added. Mr. Kurensky advised there are
7 14 stalls, and the street is now public. Mr. Kurensky also noted the (previous) fire pit is now a fountain.
8 Commissioner Town asked if buyers will have the option to select colors. Mr. Kurensky stated all homes
9 cannot be the same color. Commissioner Urbanczyk commented that all color options are pleasing.
10 Commissioner Jordison inquired if landscaping could potentially be the same for every unit (if next to
11 each other/in a row). Mr. Kurensky advised it is less of a concern with similar styles of landscaping
12 however fences may differ.
13 Commissioner Menn stated the elevations look great; Commissioner Urbanczyk concurred about
14 elevations and colors. After some discussion about color schemes, Commissioner Menn suggested a
15 directive be given to the applicant that perhaps no more than 3 of the same-colored homes could be in a
16 row. Mr. Kurensky requested this directive be limited to stronger colors – perhaps red and green.
17 Commissioner Town suggested approving the color scheme with no more than 3 red-colored homes in a
18 row. Commissioner Urbanczyk stated he prefers this be left up to the buyer. It was decided this would
19 not be a motion.
20 Commissioner Jordison inquired about grade changes/decks. Mr. Kurensky advised the team is working
21 with the Civil Engineer, and noted there is a unified perimeter fence. Regarding materials, Mr. Kurensky
22 illustrated a fence (around perimeter), engineering walls, gravity wall (which would be a Rosetta Stone
23 concrete product 9-10 ft. high). He noted that tree preservation was a factor. Commissioner Jordison
24 asked if a fence is on top. Mr. Kurensky advised there is grass with a cedar 2-rail fence. Assistant Director
25 Desario inquired if the fence is on a cap stone. Mr. Kurensky confirmed it is behind the cap stone.
26 Mr. Kurensky described, at the front entrance (which is 120 ft. on one side and 112 ft. on the other),
27 there are fences and arbors made of aluminum PVC at the edge. He continued that it is low
28 maintenance, and there is landscaping. He noted the fence could also be toned down with
29 verticals/horizontals in white. Some Commissioners expressed they like the toned-down color. Mr.
30 Kurensky noted this is 30 ft. off of the right-of-way. Commissioner Jordison clarified if the pergola could
31 be white; Mr. Kurensky concurred, noting that popular fences are vinyl (some shiny, some not).
32 Senior Planner Kohlstedt noted the pedestrian furnishings, pergolas and benches, are now presented.
33 Commissioner Town stated the Homeowner documents seem appropriate.
34 Motion by Member Menn, seconded by Member Urbanczyk, to approve the project as presented with
35 the material information as dated 4/1/15. On a voice vote, there were all ayes, and the motion passed.
36 Senior Planner Kohlstedt and Assistant Director Development & Planning Services Schoon departed at
37 6:06 p.m.
38 Status Report - Building Permit Extension Request for 1722 Chapel Court

1 Assistant Director Desario referred to the agreement for the permit extension and construction
2 schedule. He noted the property owner intended to be present this evening.
3 Assistant Director Desario advised the storm water management system completion became a concern
4 as the site is so tight, noting some storm water infrastructure must be in place first. He noted a meeting
5 is forthcoming regarding the timeline, an update will be provided upfront, and the applicant has a
6 permit extension. Commissioner Menn inquired if more dollars were charged for the permit extension.
7 Assistant Director Desario responded in the affirmative.
8 Assistant Director Desario advised if the completion date is not met, there will be liquidated damages. It
9 was noted the site is cleaned up. He advised there will be a status update next month.
10 Assistant Director Desario advised there was a combined meeting regarding ICC codes (2006-2012).

18 The ACC reviewed the information on the new single family home elevations.

20 Motion by Commissioner Menn, seconded by Commissioner Urbanczyk, to approve these single-family
21 home elevations as presented. On a voice vote, there were all ayes and the motion passed. Member
22 Town abstained from voting.

31 There being no further business, Commissioner Menn moved, seconded by Commissioner Jordison, to
32 adjourn the meeting. On a voice vote, the motion unanimously carried and the meeting adjourned at
