There was a quorum. 36 37 Review of Minutes 38 Commissioner Katz moved, seconded by Commissioner Menn, to approve the July 9, 2015, meeting 39 minutes as submitted. On a voice vote, there were all ayes, and the motion carried unanimously. 40 41 Public Comments Regarding Items Not on the Agenda 42 There were none. 43 44 778 Skokie – Hair Cuttery Wall Sign 45 The members briefly reviewed the details of the sign proposal. Commissioner Katz moved, seconded by 46 Commissioner Menn, to approve the sign as submitted. On a voice vote, there were all ayes, and the 47 motion carried unanimously. 1 APPROVED 1 2 1220 & 1230 Voltz Road – Anets Woods Single Family Detached Planned Development (PCD-15-04) 3 It was noted that the Applicant asked to be removed from tonight’s agenda. 4 5 1000 Skokie Boulevard – Lifetime Fitness Mixed Use Development (PCD-15-15) 6 Assistant Director Schoon advised that the Plan Commission so far has held two public hearings, and at 7 the end of the last meeting Commission members noted a concern with the residential building 8 setbacks. They suggested that the Applicant meet the setback requirements, by possible going up with 9 the building. The Applicant is exploring an alternative design for the residential building, but does not 10 have one to present at the meeting this evening. Assistant Director Schoon reviewed the existing site 11 conditions, current zoning, and Comprehensive Plan designation for the Subject Property. 12 13 Assistant Director Schoon then reviewed the building design, signage, and landscaping for the three 14 components of the proposed mixed use development, which consists of 338 rental apartments, a Life 15 Time Fitness Center, and a Children’s Learning Adventure day care center. 16 17 Chairman Schwall asked about parking spaces at the Northshore 770 Development. Director Poupard 18 responded that the parking requirement is per component (multi-family, etc.). He noted this project is 19 proposing a higher number of spaces for residential units than the Northshore 770 Development. 20 21 Mr. Koehler, with Life Time Fitness, shared the rationale of the proposed landscaping, in particular as it 22 relates to the foundation landscaping and buffers. 23 24 Mr. Faulk, with Finger Companies, discussed the residential building setback variation request. In 25 response to a question, it was noted materials are brick veneer applied to precast concrete. In response 26 to a question from Chairman Schwall, the Applicant reviewed the color scheme per building. 27 28 Mr. Smith, with Niles Bolton Associates, provided a presentation and offered rationale regarding scale 29 for the residential. He noted deep courtyards, landscaping, entrances, canopies, etc. Renderings were 30 shown. He noted materials include full brick masonry, stucco, glass, aluminum windows, metal roof, etc. 31 Some samples were distributed. Parking garages and access points were illustrated; the parking garage 32 is same height as apartment building. It was noted the portion of the parking garage along Sunset Ridge 33 is the only portion of the garage that is visible. There is screening at the first level of parking. Setbacks 34 were referenced, and the Plan Commission will address the issue. Mr. Smith noted the hardship for the 35 requested setback variation is that the site has two frontages. It was noted that drainage is internal 36 (downspouts may be visible in the loading area). Rooftop mechanical equipment will be screened. It 37 was noted that 70% of the residential units are one-bedroom (700-1,200 sq. ft). There is a fitness center 38 in the residential building. Truck access was illustrated. Trash receptacles (chutes) were briefly 39 discussed. 40 41 Mr. Brinza, with Life Time Fitness, stated that Life Time Fitness will act as the main developer of the site; 42 a campus feel is intended. He noted the Life Time building is three-stories and a newer concept for 43 them. Materials are masonry, limestone, brick veneer (two colors; dark bronze metal panels). There are 44 three metal wall signs. The parapet screens the 20 rooftop units. The main building is 63 ft. high. There 2 APPROVED 1 is a poolside restaurant and a pool deck with a landscaped wall (for privacy). The color palette is earth 2 tone. An aluminum ornate open fence surrounds the pool. 3 4 Mr. Michael Paddison reviewed the design elements of the building, signage, and landscaping for the 5 Children’s Learning Adventure (CLA) facility. Chairman Schwall and Member Urbanczyk had questions 6 regarding the design of CLA building. It was expressed that it is hard to visualize what the building will 7 actually look like. It was expressed that the crown element seemed to amusement park like and that 8 the design of the CLA building was too busy compared to the other two buildings in the development. 9 10 The Commission then discussed the project as a whole. In general, the Commission members found the 11 design features of the development attractive and acceptable. Commission members did not have 12 concerns regarding the proposed yards and setbacks for the residential building. Commission members 13 did, however, find that the design of the CLA building to be busy and amusement park-like, which did 14 not seem consistent with the designs for the Life Time Fitness and residential buildings. In particular, 15 the ACC asked if the “crown-like” element on the rotunda could be designed so as to be less 16 pronounced. 17 18 The Commission asked the Applicant to return to the ACC to present any revised residential building 19 plans as well as revisions to the Children’s Learning Adventure building. 20 21 Chairman Schwall left the meeting. Member Katz took over as chair. 22 23 990 Skokie Boulevard – The Lock Up Self-Storage (PCD-15-22) 24 25 Assistant Director Schoon reviewed the application. Richard Hielscher, with The Lock Up 26 reviewed the operation as well as the site plan and building elevations. Mr. Hieslcher noted they are 27 withdrawing the wall sign on the north elevation. 28 29 Commission members expressed that they felt that the building was nicely done for a self-storage 30 facility. Member Menn moved, seconded by Member Urbanczyk, to recommend that the Board of 31 Trustees approve the design of the building, signage, and landscaping submitted by the Applicant, with 32 the exception of the removal of the wall sign on the north elevation as requested by the Applicant 33 34 Proposed Revisions to Northbrook Plumbing Code 35 Director Poupard advised the commission that the State Department of Public Health has reversed their 36 position on local amendments to the State Plumbing Code. As a result, the staff has submitted another 37 set of amendments to the state that have been accepted. He asked if the commission would make a 38 formal recommendation that the Board adopt the local amendments. All members were very 39 supportive. Member Heidbrink made a motion seconded by Member Menn to recommend adoption of 40 the local amendments as presented. On voice vote, the motion carried unanimously. Motion made by 10 Commissioner Katz, seconded by Commissioner Urbanczyk, to approve these single-family home 11 elevations as presented. On a voice vote, there were all ayes, and the motion carried unanimously. 12 13 New Business - None 14 15 Old Business - None 16 17 Adjourn 18 There being no further business, Commissioner Urbanczyk moved, seconded by Commissioner Katz, to 19 adjourn the meeting.
