APPROVED 1 MINUTES OF A MEETING OF THE ARCHITECTURAL CONTROL COMMISSION 2 VILLAGE OF NORTHBROOK 3 COOK COUNTY, ILLINOIS 4 OCTOBER 8, 2015 5 6 Commissioners Present (7) 7 Alan Schwall, Chairman (arrived at 5:45) 8 Robert Katz 9 F. Dirk Heidbrink 10 Lori Jordison 11 David Menn 12 Cliff Town 13 Christopher Urbanczyk 14 15 Absent - None 16 17 Village Staff Present 18 Thomas Poupard, DPS Director 19 David Schoon, Assistant Director 20 Michaela Kohlstedt, Senior Planner 21 22 Call to Order 23 Chairman Pro Tem Town called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar 24 Lane, at 5:35 p.m. 25 26 Roll Call 27 Roll was established. There was a quorum. 28 29 Review of Minutes 30 Member Katz moved, seconded by Member Jordison to approve the September meeting minutes as 31 presented. On a voice vote, there were all ayes, and the motion was unanimously approved. 32 33 Public Comments Regarding Items Not on the Agenda 34 None. 35 36 1361 Shermer Road – Agave Anejo Wall Signs (VGO Design Review Permit) 37 Senior Planner Kohlstedt briefed the Commission on the sign design and the VGO District Design 38 Standards. She noted the Applicant is present to provide additional details. In response to a question 39 form Member Katz, she noted that the signs complied with the zoning requirements and three signs of 40 this size are allowed. 41 The Applicant displayed a smaller version of the sign and the how colored light would be picked up in 42 the Plexiglas etching of the logo. 43 Member Heidbrink asked about the wiring and then after examining the mock-up was satisfied. 1 APPROVED 1 Member Katz asked if the sign is curved at the corner of the building. It was confirmed that the sign at 2 the corner does curve. 3 Chairman Schwall joined the meeting at 5:45 PM. 4 Director Poupard asked if the signs will change color, as that is noteworthy. The applicant indicated that 5 the main sign at the corner would not change color; however, the smaller pedestrian level signs that 6 flank the entrance may rotate colors. It was noted that the zoning code prohibits a flashing sign. 7 Member Menn made a motion, seconded by Member Urbanczyk to recommend approval of the three 8 (3) proposed wall signs for 1361 Shermer Road, as presented. On voice vote, the motion passed 9 unanimously. 10 776 Skokie – Fuddruckers Wall Signs (NS770 Development) 11 Assistant Director Schoon described the proposed sign design and noted that all wall signs within this 12 development are subject review and approval by the ACC. He described the signs proposed and noted 13 that a representative from the sign company is also present if there are technical questions on the 14 design. 15 Prompted by a question by Member Katz, there was a discussion of the height of the two signs in 16 relation to others on the building. Member Katz then asked about the colors of the proposed sign and 17 whether they would be visible from the side. The three-dimensional characteristics of the sign were 18 then discussed for some time. 19 Member Town asked if the design was the traditional corporate design or a special layout. The sign 20 company representative said this was the standard Fuddruckers design. 21 In response to a question, Mr. Schoon noted that signs were proposed in two locations on the building. 22 Member Urbanczyk noted his concerns about the depth of the sign. Member Jordison agreed, 23 particularly in relation to other signs in the development. Member Katz stated the sign design is not in 24 keeping with the rest of the development. 25 There was then a discussion of whether more details of the sign needed to be presented to the 26 Commission and the depth of other signs in the center. Mr. Schoon noted that the Noodles and Roti 27 signs were approximately 6 inches deep. 28 Member Katz stated the design would be acceptable if it were not so deep. There was then detailed 29 discussion of the sign depth and how the sign was to be manufactured. 30 Member Katz made a notion, seconded by Member Jordison, that the sign be approved subject to the 31 design being modified to reduce the maximum projection from the wall to 9 inches from the building – if 32 that cannot occur the matter would have to come back to the ACC. On voice vote, the motion carried 33 unanimously. 34 1000 Skokie Boulevard – Life Time Fitness Mixed Use Development (PCD-15-15) 35 Assistant Director Schoon briefed the Commission on the changes made to the design since the design 36 was last reviewed by the ACC and where the development stands in the review process. He noted the 37 Plan Commission voted 3 in favor, 4 opposed to approve the project (with 2 members absent). The 38 matter will soon go to the Board of Trustees. 2 APPROVED 1 Mr. Koehler of Lifetime Fitness described the changes made in detail, particularly in terms of the parking 2 and landscaping areas. He noted the Lifetime building had not changed. 3 Mr. Jim Conley, architect then described the changes made to the proposed apartment building. 4 Although the materials and general design is the same, the footprint is smaller and the height is 5 increased – now 5 stories. The number of units has remained constant. He then showed images of the 6 proposed building form Skokie Boulevard and Sunset Ridge Road. 7 Member Town asked about the overhangs and it was noted they were 4 feet. 8 Chairman Schwall asked if access onto Sunset Ridge had changed and it was confirmed it had not. 9 Mr. Conley, in response to a question, explained how the floor plans were adjusted with the new 10 building footprint. 11 Member Katz asked if the design was basically the same as before with a “new floor added in the 12 middle?” The architect confirmed that was correct. It is the same general design, just taller. 13 Member Urbanczyk asked about the construction – will it be wood or steel? The architect indicated that 14 the cost effectiveness of both approaches is being reviewed. A decision has not been made, but will be 15 in full compliance with the building codes. 16 John McCutcheon, the architect for Children’s Learning Adventure described the changes made to the 17 third building on the property. He said the “top hat” feature had been adjusted, as requested by the 18 ACC. Bands of sunscreens were added and the EIFS was eliminated on this feature and is only on cornice 19 pieces. There are now two stucco tones instead of three. 20 There was then a discussion of the signage. Mr. Schoon displayed the various signs requested. Member 21 Katz asked if the signs were to be applied to the stucco. The architect replied, yes. It was also indicated 22 by Mr. Koehler that the sign will be brushed aluminum to match the material of the Lifetime Fitness 23 signs. 24 Member Heidbrink said the rotunda design was certainly an improvement. Member Menn agreed, as 25 did Members Urbanczyk and Jordison. 26 Mr. Koehler descried the changes made to the landscape plan for the overall development and that 27 there was a 50% increase in plant material. He also described the pool deck area and how the 28 landscaping on the west side of the Children’s Learning Adventure had changed. 29 Member Katz asked about the entrance signs. Mr. Koehler indicated that three entrance signs ere 30 proposed and those were displayed for the commission to see. Chairman Schwall asked a series of 31 questions about the materials of the sign and the curved feature of the entrance sign. 32 Member Urbanczyk made a motion to recommend approval of the 1000 Skokie development as 33 presented. Member Menn seconded the motion. On voice vote, the motion passed unanimously. 34 New Single Family Home Elevations: 35 The ACC reviewed the information on the new single family home elevations for the following: 36 A motion was made by Member Menn, seconded by Member Heidbrink to approve three (3) single- 37 family home elevations as presented. 38 a. 860 Cedar Lane (R-4 District) – Town Studios, architect 39 b. 1454 Coral Parkway (R-4 District) – SGE Architects 40 c. 2354 Wood Drive (R-3 District) – Mark Golan, architect 3 APPROVED 1 2 On a voice vote, the motion passed with Member Town abstaining. 3 4 New Business 5 Chairman Schwall said he would like to continue the practice of going member to member to make sure 6 comments from each member are noted. 7 8 Old Business 9 None 10 11 Adjourn 12 There being no further business, Commissioner Town moved, seconded by Commissioner Menn to 13 adjourn the meeting.
