25 Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane, at
26 5:30 p.m.

29 Roll was established. There was a quorum.

31 Review of Minutes
32 On a motion made and seconded the minutes were approved as presented.

34 Public Comments Regarding Items Not on the Agenda

37 Update on Construction Progress at 1722 Chapel- new SFR

39 Nick Desario presented a history of the construction and progress to date. Since its start, the
40 construction has faced numerous challenges such as the foundation wall collapsing, change in the
41 general contractor, rain delay and bracing issues. These issues seriously affected the completion date. A
42 permit extension was granted with a completion date of 2/8/16, which has come and gone.

44 There currently is progress, the shell is up, some plumbing, HVAC and some electrical inspections have
45 taken place. Nick Desario has met with the General Contractor and he states the project should take 90
46 additional days to complete and is requesting an extension

1 The ACC questioned whether if all of the work could be successfully completed in that amount of time.
2 The Commission is requesting the contractor and owner appear at the July ACC meeting with a more
3 detailed construction schedule for the ACC to consider. The Commission stressed that they want the
4 contractor to complete the exterior of the home as soon as possible to avoid further inconvenience to
5 the neighbors. The Commission voted to extend the permit until March 31, 2017.

7 New Single Family Home Elevations:

9 1) 4153 Cardinal- a motion was made and seconded to approve with a recommendation to add a
10 hip roof instead of a gable above the garage adding visual relief. All approved.

12 2) 2400 Farnsworth- a motion was made and seconded to approve the elevation. Member Town
13 abstained from the vote. All others voted yes.

15 New Business- Comments

17 Chairman Schwall stated he thought the meeting went well last month with regards to the ACC’s current
18 role. He feels that 4153 Cardinal is perfect example of how this project should have been presented to
19 the Commission prior to issuance. He questioned the idea that if all or unanimously the members agree
20 that a design is bad /ugly/questionable, should they be able to determine it is unacceptable? He really
21 encourages the Board to let the Commission have some say at the appropriate time in the review
22 process.

24 Nick Desario asked the Commission what they felt was a reasonable cost for a permit extension when
25 the 18 month time frame passes or permit expires.

27 Chairman Schwall feels the cost should cover staff review and processing expenses. Perhaps there could
28 be an escalating scale. The current cost for the extension is $200/month or $2000 per 10/months. He
29 doesn’t feel that is incentive enough. How about granting the extension, but terms are that 1st month is
30 $200, 2nd month $300, 4th month $400, etc. The fees have to be enough to get the contractors attention.
31 He felt $400-500 per month would get his attention. It could be difficult for staff to monitor this.

33 You could also ask the applicant to come before the ACC or Board to ask for the extension. This may
34 incentivize completing projects on time.

36 There could be two pay scales for extensions. The current fee for the first extension and a substantial
37 fee for the 2nd. Don’t penalize with 30, 60 90 day extensions.

40 There being no further business there was a motion made and seconded to adjourn the meeting. On a
41 voice vote, the motion unanimously carried and the meeting adjourned at 6:25 p.m.
