APPROVED 1 MINUTES OF A REGULAR MEETING 2 ARCHITECTURAL CONTROL COMMISSION 3 VILLAGE OF NORTHBROOK 4 COOK COUNTY, ILLINOIS 5 December 8, 2016 6 7 Commissioners Present (6) 8 Alan Schwall, Chairman 9 Lori Jordison 10 Cliff Town 11 David Menn 12 Christopher Urbanczyk 13 Robert Katz 14 15 Members Absent (1): 16 F. Dirk Heidbrink 17 18 Village Staff Present 19 Tom Poupard, Director/Development and Planning Services 20 Michaela Kohlstedt, Senior Planner 21 Colleen Brunner, Recorder 22 23 Call to Order 24 Chairman Schwall called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane at 25 5:30 p.m. 26 27 Roll Call 28 Roll was called. There was a quorum. 29 30 Review of Minutes 31 A motion was made and seconded to approve the minutes from the October 13, 2016 meeting as 32 submitted. On a voice vote, all were in favor. 33 34 Public Comments Regarding Items Not on the Agenda 35 There were none. 36 37 Level 111 Design Review Permit Request for 1350 Shermer Road- Jar Bar 38 39 Senior Planner Kohlstedt noted the proposed Jar Bar eating place is to be located in the former Yogen 40 Fruz site at the corner of Meadow and Shermer. The applicants, Adam & Karen Firsel, introduced 41 themselves as Northbrook residents. They have a vested interest in the community and are excited to 42 offer fast, casual, healthy food. 43 44 Senior Planner Kohlstedt noted the ACC’s task is to review the applicants request for signage and 45 awnings. A written summary was included with the packet. The applicant had desired a larger sign; 46 however, the current proposal now satisfies the 5% of wall area standard in the Zoning Code. 47 1 APPROVED 1 Mr. Firsel said he would like a larger sign, but the variance requires a $3000 fee for the text amendment, 2 which he feels is an excessive fee. 3 4 The members discussed the design, materials chosen, colors, gooseneck lighting, and elevations of the 5 signs and awnings. Member Town stated he liked the modern contemporary look. Member Urbanczyk 6 questioned why the awnings are not all at the same height. Mr. Firsel stated it makes it more 7 distinctive. The entrance has also been moved for better interior flow. Members requested the awnings 8 be raised to Public Works required 8’2’’ standards for snow removal purposes. 9 10 Member Katz made a motion to approve the signage for the Jar Bar with the placement meeting Public 11 Works standards. Member Town seconded the motion and all members voted in favor. 12 13 Consideration of Revised Fence Design for Timbers Edge Planned Development 14 15 Senior Planner Kohlstedt presented some background information on the fence. It was originally 16 approved with residents having the option to install a 3’ fence in the front and back of their properties. 17 The developer is receiving inquiries from potential buyers to install fences higher than 3 feet in the rear 18 of the properties. They are proposing 4-5’ high rear yard fencing with no changes to the front yard fence 19 height. The proposed rear yard fence would be designed in a material and color white to be consistent 20 with the previously approved rear and front yard fences. 21 22 A motion was made and seconded to allow the back yard fencing to be increased to 4 and 5 feet and 23 extended to the edge of each individual property lot line where the taller rear yard fence is desired. The 24 Applicant will maintain the 6 feet in between each lot. All members voted yes to the change. 25 26 Consideration of Additional House Elevation Designs for Anets Woods Planned Development 27 28 Senior Planner Kohlstedt reminded the Commissioners that they initially approved the planned 29 development with the condition that the second set of proposed front elevations for each model type 30 be presented to the ACC for consideration to ensure there would not be monotony. 31 32 The applicant has submitted the additional elevation designs for all the home models, as well as a third 33 elevation design choice to the Torrington model which has been the most popular in sales 34 considerations. 35 36 Member Katz made a motion to approve the alternate elevations for each of the models as submitted. 37 The motion was seconded and all approved. 38 39 New Business 40 Staff is looking at making some draft amendments to the Zoning Code. An example would be larger 41 signage. 42 43 Old Business 44 A temporary occupancy was granted in Dec. to 1722 Chapel Ct. The pool was installed without being 45 grounded, so it will have to be torn out. 46 47 Adjourn 2 APPROVED 1 There being no further business, a motion was made and seconded to adjourn the meeting.
