Call to Order
Acting Chairman Town called the meeting to order in the Terrace Room of Village Hall, 1225 Cedar Lane
at 5:30 p.m.

Roll was called. There was a quorum.
Review of Minutes
On a motion made and seconded, the minutes from the April 13, 2017 ACC meeting were approved as
presented.

Request to Use Alternate Plumbing Materials- Finger Companies/1000 Skokie Blvd. Apartments
Director Poupard introduced the topic, noting that since the last ACC meeting where this issue was
discussed, representatives of Uponor sent a letter addressing the concerns Mr. Boiko presented
regarding the PEX material. This was included in the packet.
Mr. Dale Stroud, of Uponor spoke to the commission regarding the quality of the product, life cycle,
widespread use across the country and their manufacturing process.
Members of the Commission asked questions relating to fire stopping, differences between PEX A and
PEX B & C, chemical resistance of the product and stress cracks. These concerns were answered by Mr.
Stroud, additionally stating they only make PEX A with its unique memory shape feature.
Attorney Stewart Weiss explained that the Village has had a long practice of high building standards.
After the State made the changes in 2014, we followed by adopting our own local amendments in 2015
to the plumbing code, which were specifically authorized by the State. This was a higher standard than
the state code. He stated the Village can deviate from its local code. The ACC Commission can make a
recommendation only; the Board is the only body that can allow deviation from the existing code. PEX is
allowed under the state plumbing code and the Village relies on the expertise of groups like the ICC and
the State Department of Public Health in determining what material should and should not be allowed.
Mr. Poupard stated the Village could go two ways with this issue. A general code amendment could be
made for use of PEX for all future projects OR use of PEX for the Finger Companies apartment building.
Member Urbanczyk- he likes the Uponor product and its connection capabilities. He would consider
only using PEX A strictly for the interior of the residential units.
Member Heidbrink- He is OK with the use of PEX A Village-wide. He feels the health concerns have been
addressed and likes that there is no buildup of calcium or deposits inside the pipes. He does testing on
piping at work and has only seen one issue where it was connected to a pump.
Member Town- Feels the product is durable, long lasting, chemical resistant, freeze resistant and no
interior buildup in the piping.
Attorney Weiss stated an amendment could be made to use PEX A up to 1” piping for domestic water
systems only or make an exception. The exception could be two steps; 1) make an exception in this case
only and 2) follow it up with an amendment to the Village code. Poupard stated it must be installed by a
certified installer of PEX A.
A motion was made to recommend an amendment to the Northbrook Plumbing Code to allow the use
PEX type A pipe with F1960 fittings, installed by a certified installer for pipes with a diameter of one inch
or less. It was seconded and all approved.
Review of Alternate Building Elevation- Anets Woods Planned Development

Mr. Poupard noted that an alternate design for one of the models previously approved for the Anets
Woods planned development is being requested by the developer. He noted the design would keep the
same footprint, but lowers the height.
Mike Balas of Edward James Builders stated buyers are interested in a ranch design. Therefore they are
requesting that the Torrington 2-story design also be allowed to be built as a ranch with a 5-7 foot
shorter elevation on the same footprint. This will add some diversity and decrease the monotony.
The ACC has no concerns with the requested change. A motion was made to approve the elevation
change as presented. The motion was seconded and all approved.
Continued Review of Proposed Amendments to Municipal Code Regarding Property Maintenance
Mr. Poupard noted that the ACC last reviewed this matter on March 9, 2017. At that meeting, the
commission recommended a series of changes to the draft amendments to the Property Maintenance
Code and Municipal Code prepared by staff. Since that time, staff has made a series of modifications to
the draft amendments which were included in the packet.
Members reviewed the changes. A motion was made to recommend incorporating the local
amendments to the 2015 Property Maintenance Code and a series of related amendment to the
Northbrook Municipal Code. On voice vote, the motion was approved by all.
New Single Family Elevations:
A motion was made to approve the elevation as submitted for 2206 Ash. It was seconded and all
approved.
A motion was made to approve the elevation as submitted for 2508 Farnsworth. It was seconded and
four approved with Member Town abstaining.
A motion was made to approve the elevation as submitted for 850 Keystone. It was seconded and all
approved.

There being no further business, a motion was made and seconded to adjourn the meeting. On a voice
vote, the motion unanimously carried and the meeting adjourned at 6:45 p.m.
