APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE Northbrook Village Hall – Terrace Conference Room November 14, 2012 Members Present: Doug Gerleman, Angus Duthie, Jim O’Connell, and Chris Henning, Mardi Scott, and Dan Pepoon Members Absent: Bob Jaeger, Bob Israel, and George Garner Jr., Staff Present: Jim Baxa Staff Absent: Terry Ryan and Jennifer Rooks-Lopez Others Present: Call Meeting to Order. Chairman Gerleman called the meeting to order in the Terrace Conference Room of the Village Hall at 7:05 p.m. Review September 12, 2012 Minutes. It was moved and seconded the September 12, 2012, minutes be approved. The motion was approved. Public Comments – Hear from Audience. There was no one in attendance. Skokie Valley Trail Update: Staff provided update on Project Status; Illinois Department of Transportation (IDOT) moved the announcement for project selected as a part of Illinois transportation Enhancement Program (ITEP) still was not been formally released. Staff discussed the changes to Congestion Mitigation and Air Quality (CMAQ) grant requirements which has omitted funding Phase I engineering as a grant application process. Local agencies that wish to submit grant applications for projects must fund Phase I engineering on their own or seek other funding resources to pay for this criteria. However, the Skokie Valley Trail (SVT) project should not fall within this category as it is considered a regional project involving multiple local agencies. The Village will being submitting a joint CMAQ grant application with the Villages of Wilmette, Glenview, Northfield and Lake County for Phase I engineering for SVT. Staff informed the Bicycle Task Force committee it will not moved forward with submitting a permit application to ComEd for leasing of their right-of-way until the Village Attorney reviews the lease agreement to examine if any provisions will require modification. Active Transportation Alliance : Committee member Doug Gerleman provided information from the meeting held by Active Transportation Alliance (ATA) held at the Village Library for updating their Chicagoland Bike Map. Committee members reviewed the current route designated on the map and provided recommended revisions to be made. Review Bike Task Force Work Plan: November 14, 2012 BTF Meeting Minutes - APPROVED After a review of the Core Work Program, the Committee provided additional items to be added to the list as well as updates to existing items. Old Business: Committee members asked staff to contact neighboring communities to inquire about procedures for maintenance of bicycle pavement markings. Set Topics for Next Meeting: The Task Force did not identify any additional topics.
