APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE
Northbrook Village Hall – Terrace Conference Room
January 16, 2013
Members Present: Doug Gerleman, Angus Duthie, Jim O’Connell, Chris Henning, Mardi Scott,
and George Garner Jr.
Members Absent: Bob Jaeger and Dan Pepoon
Staff Present: Jim Baxa
Staff Absent: Terry Ryan and Jennifer Rooks-Lopez
Others Present: Matt Cassidy (Northbrook resident)
Call Meeting to Order. Chairman Gerleman called the meeting to order in the Terrace
Conference Room of the Village Hall at 7:07 p.m.
Review November 14, 2012 Minutes. It was moved and seconded that the November 14,
2012, minutes be approved. The motion was approved.
Public Comments – Hear from Audience.
Northbrook resident Matt Cassidy introduced himself as being interested in joining the Bicycle
Task Force Committee. Matt shared his background in law enforcement and his enjoyment of
cycling with family.
Skokie Valley Trail Update:
The members discussed the joint application for Congestion Mitigation and Air Quality (CMAQ)
grant funding for the Skokie Valley Trail. If selected for funding, the communities of
Northbrook, Glenview, Northfield, and Wilmette, as well as Lake County, would move forward
with Phase I engineering design for this multi-jurisdictional regional trail system. The
application deadline was February 8th with selected projects to be announced by CMAQ Project
Selection Committee in October of this year. The committee also requested for staff to
maintain a line of communication with Commonwealth Edison (ComEd) about the Village’s
interest to use their right-of-way for a potion of the proposed bicycle/pedestrian trail.
Bicycle Signage and Pavement Markings Maintenance:
The committee members discussed instituting a program for the maintenance of the existing 105
bicycle related pavement markings and signage. The Task Force is also seeking the recommendation of
expansion of these types of symbols for other bicycle routes within the Village. It was also requested by
the committee for staff to begin mapping locations of all bicycle related signage and pavement markings
as a means of inventory, maintenance and to include for future bicycle maps.
Review of Northbrook Bicycle Plan:
Staff asked the committee to begin reviewing the adopted Northbrook Bicycle Plan Phase-I for
outdated information or the inclusion of new bike routes. The goal of the committee is to have
a revised bicycle plan approved by the Village Board by October 2013.

Bicycle Safety Training at Northbrook Schools:
The group also reviewed bicycle safety training held at Greenbriar and Westmoor schools last year and
discussed what additional steps could be taken to promote and expand the training at other local
schools. A couple of suggestions was to target the 2nd and 3rd grades levels and use that grade range as
reoccurring training with the goal of having all the students participate in training by the time they leave
elementary school.
Bicycle Task Force Website:
Staff asked the committee to start reviewing other websites for bicycle related information and links
they would like to include on the Task Force’s webpage. A list of neighboring communities’ websites
was shared for review and the committee was encouraged to review other local agencies websites
around the country.
One goal for the BTF is to provide input and modify our current webpage so the Village can provide
better material regarding bicycle/pedestrian safety, education and other information that will benefit
the user.
Review Bike Task Force Work Plan:
After a review of the Core Work Program, the Committee provided additional items to be
added to the list as well as updates to existing items.
Set Topics for Next Meeting:
The Task Force did not identify any additional topics.

On motion made and seconded, the meeting of the BTF was adjourned at 9:04 p.m.
