APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE
Northbrook Village Hall – Terrace Conference Room
July 10, 2013
Members Present: Angus Duthie, Jim O’Connell, Chris Henning, Dan Pepoon, Mardi Scott
and Matt Cassidy
Members Absent: George Garner Jr.

Call Meeting to Order. Chairman Henning called the meeting to order in the Development and
Planning Conference Room of the Village Hall at 7:10 p.m.
Review May 22, 2013 Minutes. It was moved and seconded that the May 22, 2013 minutes be
approved. The motion was approved.
Bike Task Force Changes/Introductions .
Mike Metrick, Northbrook Police Department will be replacing Terry Ryan as the Staff liaison
from the police department, due to Mr. Ryan’s retirement from duty. Mike expressed
continued interested in the Bicycle Task Force by the Police department and will be looking into
the potential for resuming bicycle patrol throughout the Village.
Chris Henning introduced himself as the new Chairman of the Bicycle Task Force; and described
the suggested goals he would like the Task Force become more involved with; the collaboration
with the meeting agendas, pursuing more grant opportunity for planning and infrastructure
improvements. The additional focus is to reach out to other Northbrook committees and local
agencies so the Bicycle Task Force will have more visibility in the community.
Public Comments – Hear from Audience.
Northbrook resident Frank Blecker introduced himself as being interested in attending Bicycle
Task Force Committee meetings and offer input when asked.
New Business.
The Bicycle Task Force committee discussed of revitalizing bike tours throughout the Village to
gain bicycling interest in the community.
The committee also spoke on the difficulties of linking up with bicycle amenities provided by
neighboring communities and a future goal is to work on remediating access points. The
biggest concern was access to the Botanical Gardens via Dundee Road and crossing the
entrance ramp for the Eden’s expressway.

Skokie Valley Trail Update
Staff briefed the committee that the Congestion Mitigation and Air Quality (CMAQ) grant application
submitted by the consortium involved with the Skokie Valley Trail was not selected to receive grant
funding again. The grant application scored low on air quality benefits for the proposed project and
narrowly missed being selected. The focus of the consortium will be to apply for Illinois Transportation
Enhancement (ITEP) funding for this project. The committee also suggested to pursue additional grant
funding options for this project.
League of Illinois Bicyclists - Safety quiz challenge
Chairman Henning discussed the safety quiz challenge being introduced by the League of Illinois
Bicyclists and the important of sharing this information with the local community through Village and
School newsletters by including samples questions from the League’s website.

Review Bike Task Force Work Plan:
After a review of the Core Work Program, the Committee provided additional items to be
added to the list as well as updates to existing items.
Set Topics for Next Meeting:
The Task Force did not identify any additional topics.
Adjourn:
On motion made and seconded, the meeting of the BTF was adjourned at 8:53 p.m.
