APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE Northbrook Village Hall – Terrace Conference Room January 8, 2014 Members Present: Frank Bleeker, Angus Duthie, Chris Henning, Mardi Scott, Tom Tebbe, Matt Cassidy, Jim O’Connell and Dan Pepoon Members Absent: George Garner Jr. Staff Present: Jim Baxa and Jennifer Rooks-Lopez Staff Absent: Mike Metrick Others Present: None Call Meeting to Order. Chairman Henning called the meeting to order in the Terrace Conference Room of the Village Hall at 7:06 p.m. Public Comments – Hear from Audience. There were no audience members present. Review December 4, 2013 Minutes. It was moved and seconded that the December 4, 2013 minutes be approved. The motion was approved. Prospective Trail along Chicago River. Doug Gerleman, representing a the local citizen group called “Go Green Northbrook” was present to discuss the feasibility of a recreational bicycle and pedestrian path along the West Fork North Branch of the Chicago River from Willow Road to Techny Road. The Bicycle Task Force supported the concept of such a recreational trail and will await conceptual renderings and written approval from all property owners (Metropolitan Water Reclamation District of Greater Chicago & Society of the Divine Word) prior to making a recommendation to the Village Board supporting the trail. Review and Updating the Northbrook Bicycle Plan. The Bicycle Task Force committee began examining the adopted Northbrook Bicycle Plan – Phase I for updates and revisions to the document. This Bicycle Plan review is being conducted during the next couple of Bicycle Task Force meetings, once completed a revised document will be present to the Village Board for their approval. Sections reviewed during the January 8th meeting included the Introduction, Purpose, Overall Objectives and Existing Conditions. Northbrook’s Earth Day Event – Bicycle safety training. The Bicycle Task Force committee discussed event planning for Village’s annual Earth Day event; this year in addition to hosting a vendor booth, the committee will promote education and safety by holding a small bicycle safety training program during the Earth Day event. Planned educational training will include general knowledge and a small on-bike course for January 8, 2014 BTF Meeting Minutes - APPROVED children ages five and up. The training program will be held at the top of every hour between 10am-12pm and training will be provided by volunteer Bicycle Task Force members. More information for this event will be publicized in announcements for the Earth Day event. Old Business. Staff liaison Jim Baxa provided an update on the interactive bicycle map requested by the Bicycle Task Force committee at the December meeting. The GIS department will begin including a bicycle route layer onto the Village’s interactive GIS webpage. Initially this map will include local routes, route connectivity with neighboring communities, and bike rack locations within the Village. Staff will have the ability to create a more user friendly application and make modifications as requests arise. Review Bicycle Task Force Core Work Program. Due to time constraints of the meeting, review of the Bicycle Task Force Core Work Program was deferred to the March meeting.
