APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE
Northbrook Village Hall – Terrace Conference Room
March 12, 2014
Members Present: Frank Bleeker, Angus Duthie, Chris Henning, Tom Tebbe, Matt Cassidy,
Jim O’Connell and Dan Pepoon
Members Absent: George Garner Jr. and Mardi Scott
Staff Present: Jim Baxa and Jennifer Rooks-Lopez
Staff Absent: Mike Metrick
Others Present: None
Call Meeting to Order.
Chairman Henning called the meeting to order in the Terrace Conference Room of the Village
Hall at 7:04 p.m.
Public Comments – Hear from Audience.
There were no audience members present.
Review January 8, 2013 Minutes.
It was moved and seconded that the January 8, 2014 minutes be approved with one minor edit.
Motion was approved.
Review and Updating the Northbrook Bicycle Plan.
The Bicycle Task Force committee continued reviewing the adopted Northbrook Bicycle Plan –
Phase I for updates and revisions to the document. Sections reviewed during the March 12th
meeting included the Designing the Bicycle Route System, Needs Assessment up to the Regional
Transportation section. Review of this document should be concluded at the next meeting.
Northbrook’s Earth Day Event – Bicycle safety training.
The Bicycle Task Force committee finalized the format of the Bicycle safety training program; it
was decided to hold three training sessions on top of the hour between 10am-12pm, with each
session to be for 10-20 children participating. The types of literature for attendee distribution
was discussed; these leaflets will include the revised bicycle map, local bicycling events and
Sharrow pavement information.
Old Business.
Staff liaison Jim Baxa talked about the previous Illinois transportation Enhancement Program
application for Waukegan Road and the feasibility of resubmitting a similar updated application.
The current Capital Improvement Program (CIP) earmarks funds for the Skokie Valley Trail; and

the position of the Village is not move forward with including this project into the current CIP at
this time and request in the future after the Skokie Valley Trail project is completed.
Review Bicycle Task Force Core Work Program.
Edits were made from reviewing the Task Force Core work program; committee members
recommend that staff change the format/layout of the document for the next meeting.

On motion made and seconded, the meeting of the BTF was adjourned at 8:51 p.m.
