APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE Northbrook Village Hall – Terrace Conference Room November 12, 2014 Members Present: Frank Bleeker, Jim O’Connell, Angus Duthie, Chris Henning, Mardi Scott, Tom Tebbe, and Matt Cassidy Members Absent: George Garner Jr., Staff Present: Jim Baxa, Tom Poupard and Jennifer Rooks-Lopez Staff Absent: Mike Metrick Others Present: Doug Gerlemand, Northbrook Resident Call Meeting to Order. Chairman Henning called the meeting to order in the Terrace Conference Room of the Village Hall at 7:03 p.m. Public Comments – Hear from Audience. Audience members were in attendance to speak about a meeting agenda item. Review September 10, 2014 Minutes. It was moved and seconded that the September 10, 2014 minutes be approved with a minor edit. The motion was approved. Review of Village Code and Comprehensive Plan. Tom Poupard from the Development and Planning Services Department was in attendance to discuss of the Element 6 (Transportation) and 10 (Implementation) of the comprehensive plan. Tom explained how the Bicycle Task Force (BTF) committee can use these sections of the comp plan for to focus on specific projects and encourage the BTF to approach the Village Board for funding for smaller projects. Tom recommends the BTF committee move forward with creating a five year plan of project for consideration to the Capital Improvements Plan. Bike Route Priority Selection. The Bike Task Force started a selection procedure for bicycle/pedestrian projects for future programming into capital development. It explained to the BTF by staff this procedure will be an on-going task for the committee and is intended to be carried over several committee meetings. More or less preliminary considerations established by the committee will include but will not be limited to the following:  Primary Goal is for projects that are eligible to receive grant funding  Secondary Goal is for projects which are buildable within Village right-of-way and would not require easements from outside property owners. The BTF committee will continue discussion at the January 14, 2015 meeting. Adjourn: On motion made and seconded, the meeting of the BTF was adjourned at 8:57 p.m. Minutes Submitted by Jim Baxa.
