APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE
Northbrook Village Hall – Terrace Conference Room
May, 13, 2015
Members Present: Frank Bleeker, Jim O’Connell, Angus Duthie, Chris Henning, Tom Tebbe,
and Ken Spero
Members Absent: George Garner Jr.
Staff Present: Jim Baxa
Staff Absent: Mike Metrick and Kris Scharp (NBK Park District)
Others Present: Tracey Becker and Brad Chelin; Northbrook residents representing Go
Green Northbrook.
Call Meeting to Order.
Chairman Henning called the meeting to order in the Terrace Conference Room of the Village
Hall at 7:09 p.m.
Review March 11, 2015 Minutes.
It was moved and seconded that the March 11, 2015 minutes were approved. The motion was
approved.
Public Comments – Hear from Audience.
Tracey Becker and Brad Chelin; representing Go Green Northbrook were present to discuss
their success with promoting a recent Bike to School day held on May 6th with School District
30. They decided to approach the Bicycle Task Force committee to collaborate on a larger
Village wide event for the May, 2016 school year with the goal of getting more school districts
involved. The Bicycle Task Force committee expressed interest with working with Go Green
Northbrook for expanding promotion for Bike to School day in the 2016 calendar year.
Old Business.
Chris Henning informed the committee that School District 28 has signed up with Active
Transportation Alliance (ATA) for safety training to be held at elementary schools for all 3rd and
4th grade classes within their district. This educational program teaches basic bicycle safety to
younger children on how to be more aware when bicycling through the community.
The Bicycle Task Force is requesting to be included in review of preliminary concept plans for
new developments/redevelopments to ensure adequate bicycle and pedestrian facilities are
being considered within the proposed design.
New Business.
The Bicycle Task Force Committee expressed the need to update the Village’s Bicycle Plan; the
committee feels that even though recent updated were made to the Bicycle Plan by the
committee, a separate comprehensive plan conducted by an outside consulting firm would

benefit the Village better with long range planning goals and provide current design standards
to be included in the Village’s codes and specification. A request will be made by staff to
consider including in next year’s 2016/17 budget year.
Bike Route Ranking Selection.
The Bike Task Force is near the completion for selection/ranking criteria for prospective future
bicycle/pedestrian projects. The remaining segment is fine tuning of the groups (i.e. Bicyclists),
types of scoring to be used and criteria for project. The focus is to have different descriptions
for each project scoring; so the end result will not be skewed and favor one type of project over
another. The final product will be used with applying it towards a group of large/small bicycling
and pedestrian projects this committee is interested promoting to the Village Board for
consideration to construct.
The BTF committee will continue discussion at the July 8, 2015 meeting.
