APPROVED MINUTES OF A MEETING OF THE BICYCLE TASK FORCE Northbrook Village Hall – Terrace Conference Room November 11, 2015 Members Present: Jim O’Connell, Angus Duthie, Chris Henning, Frank Bleeker, and Ken Spero and Tom Tebbe, Members Absent: George Garner Jr. Staff Present: Jim Baxa and Kris Scharp (NBK Park District) Staff Absent: Mike Metrick Others Present: John Drengenburg, 1411 Linden Road Call Meeting to Order. Chairman Henning called the meeting to order in the Terrace Conference Room of the Village Hall at 7:04 p.m. Review May 13, 2015 Minutes. It was moved and seconded that the September 9, 2015 minutes were approved with a minor correction to the Project ranking project list. Introductions: John Drengenburg. Northbrook resident John Drengenburg introduced himself to the committee as an avid bicyclist who enjoys taking short trips throughout the Village; he is interested in seeing more bicycle related improvements within the Village and suggested the Village look into providing additional bicycle parking in the downtown area. Project ranking criteria for potential projects. Staff circulated to the Bicycle Task Force (BTF) committee four examples of a completed project ranking utilizing the project selection chart and discussed the methodology on how the chart was filled out for each individual practice project. The committee agreed this approach was simple and straightforward to use for the task of ranking project. Then the committee performed a group exercise using the selection chart for the Techny River Trail project a larger scale project (The ranking system is a point based scoring criteria with a maximum 80 points which can be accumulated for a single project). Amongst the group the Techny River Trail had an average scoring range of 50-60 points. Once the committee completed scoring, the BTF committee took the time to discuss the benefits versus non-benefits of this project and shared their scores. The committee requested one change be made to the point column description; changing Feasibility to Funding. The Bicycle Task Force made a formal motion to adopt the Project Selection chart for ranking and selecting potential bicycle/pedestrian projects. November 11, 2015 BTF Meeting Minutes - APPROVED The committee requested to use the Project Selection chart at the next meeting for a selection of projects discussed earlier this year. Update of projects - Skokie Valley Trail & I.T.E.P. Grant Bike Signage. Staff provided updates on both projects; status on the Skokie Valley Trail included and update that Lake & Cook Countries have entered into Phase I engineering with an engineering consultant for the construction of the Pedestrian/Bicycle bridge over Lake-Cook Road and inquire on Northbrook’s progress of the project. Northbrook is currently finishing the Phase I Request for Proposal for the selection of Engineering Firms to begin the initial process necessary for Phase I Engineering design. The overall intention would be for all three entities combine for a single grant application for Phase II engineering design and project construction in 2017. The Illinois Transportation Enhancement Program (I.T.E.P.) grant Bicycle Signage project is being let on January 15, 2016 through the Illinois Department of Transportation where a contractor will be selected and planning schedule for the installation of bicycle signage will begin. Northbrook Park District – Master Plan. Kris Scharp from the Northbrook Park District discussed that the Park District is updating their Master Plan through the assistance of Hitchcock Design Group, and a public meeting is scheduled for December 2nd. Their plan is to prioritize projects; improvements to the smaller parks located in the Village and recommended members of the committee to attend the public meeting to provide input towards the Master Plan.
