1 DRAFT 2 Minutes of a Meeting of the 3 Community Relations Commission 4 Northbrook, IL 5 Thursday, December 3, 2015 6 7 Present: Chairman Bruce Doughty, Commissioners Elliot Bruckman, Safa Hamed, 8 Mary Hansen, Chris Kosla, Sharon Latek, & Dr. Rochelle Singer 9 10 Representatives: Alice Lonoff, Ron Mantegna, John Martin, & Nancy Stoddard 11 12 Absent: Commissioner Jason Han 13 14 Others: Park District Vice President Penny Randel, Village Staff Liaison Erik 15 Jensen, Village Staff Communications Manager Cheryl Fayne-Depersio, 16 & Village Recording Secretary, Gale Cerabona 17 18 Call to Order/Welcome 19 Chairman Doughty called the meeting to order at 7:01 p.m. in the Civic Room at Northbrook 20 Public Library. He welcomed & thanked everyone for attending yesterday’s Clergy Luncheon. 21 22 Hear from the Audience 23 Penny Randel advised the Park District will host its Winter Carnival on January 16 from 11 a.m- 24 1:30 p.m. She also asked Commissioners to take the survey at www.mysidewalk.com . 25 26 Approval of November 12, 2015, Regular Meeting Minutes 27 28 The Celebration of Cultures’ Subcommittee Minutes will be tabled until the next meeting. 29 30 Revisions to the November 12th minutes were noted as follows: 31  Line 7 Commissioner Bruckman has one “n” in his name 32  Line 12 Commissioner Latek’s name to be moved to “present” 33  Line 63 add “er” to the word Commission 34  Line 97 make representative plural 35  Line 100 replace event with “date” 36  Line 101 remove from 11 a.m.-2 p.m. to “tentatively from 12 noon-2 p.m.” 37  Line 123 replace is with “if” 38  Line 150 after that had, add “been” 39  Lines 170, 227, 234 correctly spell Singer 40  Line 172 delete “it” 41  Line 235 remove the e after Claus 42  Line 243 replace god with “good” 43 44 Commissioner Singer moved, seconded by Commissioner Hansen, to approve the regular 45 meeting minutes of November 12th, 2015 as amended. 46 47 Commissioner Kosla arrived at 7:05 p.m. 48 49 50 Minutes of a Meeting of the Community Relations Commission December 3, 2015 51 Village Update 52 Staff Liaison Jensen advised the Capital Improvement Plan (for the next 5 years) is located on 53 the Village web site. He referenced the Westcott Park Project in March of 2016 and the Western 54 Avenue Project in 2017. 55 56 Staff Liaison Jensen reminded there is an open Commissioner’s seat available on the CRC. 57 58 Discussion with Communications Manager of the Village 59 Staff Liaison Jensen and Chairman Doughty introduced Cheryl Fayne-Depersio, 60 Communications Manager for the Village. 61 62 Ms. Fayne-Depersio shared the following resources: 63  Village Newsletter (noting upcoming events) 64  Volunteers (Civic, Clergy, etc.) 65  Flyers (to be inserted into Virtual Backpack) 66  Posters 67  Facebook page 68  Twitter account 69  Government Access Channel (30-second public service announcement) 70  Press Releases (provide notices for upcoming meetings, events, etc.) 71  Chicago Media Guide (specialty events, etc.) 72 73 Representative Mantegna suggested everyone “like” the Village of Northbrook’s Facebook 74 page. Ms. Fayne-Depersio advised she can regulate what’s on the Village’s Facebook page. 75 76 Chairman Doughty concluded Staff Communications Manager Fayne-Depersio is a wonderful 77 resource. 78 79 Staff Communications Manager Fayne-Depersio distributed her business cards and stated she 80 will provide a deadline list. 81 82 Update on Activities 83 1. A Celebration of Cultures April 17 Budget TBD 84 85 Commissioner Singer advised banners will be done. She noted there will be 86 representation from these groups: Latino, Korean, African American, GBN Language 87 Club (which includes French, German, and Hebrew students), and a Chinese and 88 Assyrian group from Niles. Representation from Middle Eastern countries is still being 89 sought. 90 91 Chairman Doughty reminded everyone to pass on to their contacts onto Commissioners 92 Singer or Han. 93 94 Commissioner Singer noted an early teaser will be sent out in March and reminded that 95 the event will be held at the YMCA. The next Subcommittee Meeting is scheduled for 96 January 20th at 7pm in the Terrace Room at Village Hall. 97 98 Chairman Doughty thanked everyone for their tremendous work. 99 100 2 Minutes of a Meeting of the Community Relations Commission December 3, 2015 101 2. Flamingo Fridays/Welcome to Northbrook May 20 $225.00 102 103 Commissioner Bruckman advised the next meeting will be after the holidays. 104 105 3. Northbrook Cares 106 107 Chairman Doughty and Staff Liaison Jensen advised this will be further discussed in 108 January. Chairman Doughty asked Commissioners to think about support from 109 organizations and a way to offer support to Northbrook’s youth. 110 111 News from Schools 112 Commissioner Latek reported the following from District 30: 113  Items are being collected via Helping Hands 114 o Westcott School collected Halloween candy, letters for troops in Afghanistan 115 o Burbank School collected mittens, hats 116  A Waste Management representative was honored at a recent All School Assembly 117 118 Commissioner Hamed reported the following from Oakton Community College: 119  The Sock Drive was a huge success as 700 pair of socks were donated to the homeless 120 as well as $180.00 in proceeds from the Bake Sale 121  There will be an upcoming event for Assyrian refugees 122 123 Representative Martin reported on St. Norbert’s: 124  12/4 Gingerbread House 125  12/7 2d Grade Christmas Café Breakfast from 9 a.m.-10 a.m. 126  12/13 Cookie Walk 127  The staff of St. Norbert’s and Our Lady of the Brook are now combined as the Catholic 128 Community of Northbrook 129 130 Commissioner Doughty reported the following from District 225: 131  12/10-12 Noises Off play 132  12/15 Annual Winter Concert 133  The Debate team competed in Glenbrook’s tournament (comprising 1,000 students) 134 where countless donations were raised 135 136 News from Northbrook Clergy Association 137 Commissioner Kosla thanked Staff Communications Manager Fayne-Depersio for all of her 138 work for the Clergy Luncheon. 139 140 He shared the following highlights: 141  President Frum stated Northbrook’s demographics haven’t changed; ways are being 142 sought for Northbrook to become more diverse 143  New Development 144 o Dundee/Skokie project 145 o LaSalle building project 146 o Anetsberger project 147  Beet Juice is being used to help melt the snow 148  Police Chief has been in Northbrook for 1 year 149  Northbrook Court is installing video cameras 3 Minutes of a Meeting of the Community Relations Commission December 3, 2015 150  A shooting drill was sponsored at Techny 151  Recent teen shooting was addressed; Northbrook officers have tasers 152  Nancy Vaccaro, Social Worker, and team are resources who are available 24/7 153  Angel Fund, domestic court cases were identified 154  Regarding economy, residents have lower-paying jobs 155  Affordable Housing is an ongoing topic 156  Population in Northbrook 157 o Daytime 45,000 158 o Nighttime 35,000 159  Everyone should sign up for the Northbrook Notify service 160 161 Chairman Doughty stated it was a great event and thanked Staff Liaison Jensen, Commissioner 162 Kosla, and Staff Communications Manager Fayne-Depersio. 163 164 Commissioner Kosla advised the Thanksgiving service was great. 165 166 It was noted that President Frum was spotlighted in the Pioneer Press. 167 168 Old Business 169 Chairman Doughty advised that Ray Wehr may be in town in January; a forthcoming (in 170 January) Proclamation is slated. 171 172 Commissioner Hamed asked about Sister Cities. Chairman Doughty advised he has not heard 173 anything further from the Board. Staff Liaison Jensen stated he would look into same. 174 175 New Business 176 There was nothing to report. 177 178 Eyes & Ears on the Street 179 Representative Lonoff highlighted these upcoming events: 180  12/9 RAIN Group Meeting from 7 p.m.-8:30 p.m. 181  MLK Day Northbrook Methodist Church will sponsor an “I’m OK Day” 182 183 Staff Liaison Jensen and Representative Martin addressed the Nicor Project. 184 185 Staff Liaison Jensen thanked Staff Communications Manager Fayne-Depersio for attending 186 tonight’s meeting. It was noted other speakers are forthcoming. 187 188 Next Meeting 189 Next meeting will be held on January 7th, 2016.
