1 APPROVED 2 MINUTES OF THE VILLAGE OF NORTHBROOK 3 DOWNTOWN ZONING STEERING COMMITTEE 4 5 Village Hall Terrace Room 6 October 24, 2013 7 8 Members Present: Chairman Scott Cyphers, Susan Elfant, Steven Elisco, Selwyn Marcus, 9 Lori Jordison 10 11 Members Absent: None 12 13 Staff & Consultant Present: Tom Poupard (Director, DPS), David Schoon (Assistant Director, DPS), 14 Leslie Oberholtzer (Farr Associates) 15 16 Call to Order & Introductions 17 Chairman Cyphers called the meeting to order in the Terrace Room of Village Hall at 7:04 p.m. 18 19 Public Comment- Hear from the Audience 20 None 21 22 Review of July 30, 2013 Meeting 23 Member Elisco moved, Member Elfant seconded, to approve the July 30, 2013, minutes as 24 submitted. On voice vote, the minutes were unanimously approved. 25 26 Presentation & Discussion of Proposed Form-Based Regulations for Downtown 27 Leslie Oberholtzer, Farr Associates, walked the Committee through a draft of the proposed form 28 based code. 29 30 Schedule and Next Steps 31 Staff will take the draft regulations and do some case studies by applying the regulations to a 32 couple of properties in the downtown and see how they work.
