1 APPROVED 2 MINUTES OF A MEETING OF THE VILLAGE OF NORTHBROOK 3 ECONOMIC DEVELOPMENT COMMISSION 4 5 Village Hall Board Room 6 July 10, 2013 7 8 Members Present: Chairman James Kahan, Sandy Frum, Karen Roloff, Edwin Feld, Hillarie Siena, 9 Joel Taub, Judith Hughes, Harley Korman, Jay Glaubinger, Sally Larmore, Josh 10 Prober, Richard Rushkewicz, Paul Zima and Ken Spero. 11 12 Staff Present: David Schoon, Mike Strong, Richard Nahrstadt and Colleen Brunner. 13 14 15 Call to Order & Introductions 16 17 Chairman Kahan called the meeting to order in the Board Room of Village Hall at 7:30 a.m. 18 19 Review of Minutes: 20 21 On a motion made and seconded, the minutes from the January 9, 2013 Joint ICDC-EDC meeting were 22 approved as presented. 23 24 Public Comment- Hear from the Audience 25 26 None 27 28 Presentation Regarding State of the Village and Development Activity 29 30 A written report was included with the packet. Additionally Schoon reported on the following 31 development projects: The North Shore Place assisted living facility, The Lodge independent senior 32 living facility, the proposed Walmart at 1000 Skokie; the proposed Northshore 770 mixed use project 33 at Dundee & Skokie; the proposed restaurant for the northeast corner of Dundee & Skokie; creation of 34 the new ICS District and potential rezonings to the new district; the proposed Timber Edge on Dundee 35 Road; the proposed cottage style housing at Dundee/Greenwood; and the proposed mixed use project 36 at Walters/Lorenz 37 38 Schoon also reported on the following road projects: Lake Cook Road project; Willow Road widening, 39 Willow Road culvert project and the Union Pacific railroad bridge/Shermer Road project. He also 40 reported on the proposed Shermerville Commons project behind the Village Hall. 41 42 President Frum addressed the Commission with the following comments; 1) The Village is in good 43 financial shape, 2) Storm and drainage issues are a priority. The Village currently has 22 stormwater 44 projects identified on the Master Plan, which will take approximately 20 years to complete. To date, 5 45 projects have been constructed, 3) There was a bond issue in July 2013 which will fund storm projects 46 and the library construction, 4) on the federal level, the proposal to eliminate tax exempt municipal 47 bonds from market would be bad for the Village, 5) she makes many visits to Springfield to advocate 48 for the Village, 6) building applications for new single family homes has increased, and 7) stated the EDC Meeting Minutes July 10, 2013 1 Board must remain neutral concerning the Walmart application at this point in time. It needs to go 2 through the preliminary Plan Commission process before the Board can comment. 3 4 Updates from Each Taxing District 5 6 School District #27- The district is in good financial and physical shape. The tax collection rate has 7 been good even with property tax refunds going up. Great efforts have been made working on 8 common core state standards program. 9 10 School District #28- The district has good participation in the summer school program. With the 11 opening of school, reading maintenance is a focus. They are in good financial shape. They are 12 watching the pension reform issue in Springfield. 13 14 School District #225- Just completed a three-year teacher agreement. The district is in good financial 15 shape but the tax refunds were high. The debate teams placed 1st- GBN and 2nd- GBS. The turf field is 16 being installed at GBN. 17 18 School District #30- Just approved a four-year teacher contract. The district is financially sound. 19 Construction occurred at the Glenview school. The summer school program was well attended. 20 21 Northbrook Library – Currently completing contracts with the architects for the building renovation. 22 Construction should start the first quarter of 2014. The library is financially sound. 23 24 Northbrook Park District -. They have a $22.7 million budget. Recently had an $11.7 million tax levy 25 and have $11.9 million in reserves. They are currently partnering with the Village in sponsoring the 4th 26 of July activities. Crestwood Park should reopen this month with new tennis courts and playground. 27 The Coast Guard park construction should start in August. The new dog park will have a parking lot. 28 Summer camps were well attended. August will sponsor National Night Out with the Northbrook 29 police department. 30 31 Old Business - None 32 33 New Business- 34 35 The next EDC meeting is scheduled for January 8, 2014. 36 37 Adjourn - 38 On motion made and seconded, the joint meeting was adjourned at 8:45 a.m. 39 40 Respectfully Submitted – 41 Colleen Brunner
