1 APPROVED 2 MINUTES OF THE NORTHBROOK ECONOMIC DEVELOPMENT COMMISSION 3 Village Hall Terrace Room 4 April 8, 2015 5 6 Members Present: Chairman James Kahan, Edwin Feld, Sandra Frum, Tensley Garris, Jay Glaubinger, 7 Kate Hall, Dr. Larry Hewitt, Harley Korman, Sally Larmore, Alexandra Nicholson, Josh Prober, Karen 8 Roloff, Richard Rushkewicz, Hillarie Siene, Ken Sperow and Paul Zima. 9 Staff Present: David Schoon 10 Guests: None 11 Recorder: S. Anetsberger 12 Review of Minutes: 13 On a motion made and seconded, the minutes from the January 14, 2015 meeting were approved as 14 submitted. 15 Public Comment-Hear from the Audience-None 16 Community Planning & Economic Development Coordinator Report 17 David Schoon, Village Staff Liaison Commission stated that the web pages regarding development 18 projects on the Village website have been reorganized. Detailed information now can be found in terms 19 of actual application materials considered by the Plan Commission and the Board along with Board 20 minutes and Plan Commission minutes. See the Village web page www.northbrook.il.us/developments. 21 David Schoon provided updates regarding the following:(1) NorthShore 770 continues to move along. 22 Zengeler is scheduled to open mid June and Mariano's opening is planned for August or September; (2) 23 the Marathon site at Dundee & Skokie is still resolving issues; (3) formal application received on 1000 24 Skokie for a Lifetime Fitness facility, a children's day care facility, and an apartment complex (4) The 25 property owner is holding up on starting the Village Green Center project on Shermer; (5) Dunkin 26 Donuts has been approved by the Board; (6) The Board approved the storage facility on south Shermer 27 for just under 900 units. Two other requests for self storage facilities have been received. One is located 28 at Sunset Ridge and Skokie Blvd. and the other is at Lake Cook and Sanders. These are in preliminary 29 application stages; (7) Waterway Gas Station has received its building permit; (8) Techny and Founders 30 office buildings continue to move along. The Lurie Out-Patient Clinic plans to open in September and 31 Bright Horizon Day Care has a planned opening of October; (9) Barilla will occupy the former Nestle 32 building near Dundee and Skokie later this year. The Class 6B will stand with the property; (10) Industrial 33 and Commercial Services District zoning helps to renovate older areas near south Shermer. Property 34 owners are coming in and seeking rezoning; (11) DSW opened last week at Village Square, Old Navy has 35 secured space next to T J Maxx and an athletic fitness club will take over the former Fitness 19 location 36 at Dundee and Sanders. A new fitness facility is planned for south Shermer; (12) The Northbrook Inn EDC Meeting Minutes – April 9, 2015 1 Memory Care Center has been approved by the Board. They are planning to break ground next month; 2 (13) Timber's Edge is in for final approval; (18) Pulte Homes has withdrawn their application for Willow 3 and Landwehr Rd.; (19) The James proposal has been received for Voltz and Waukegan Rd. Public 4 hearing is scheduled for May. They are asking for some relief from impact fees; (20) The Lodge is still 5 working on submitting a formal application for phase 4-5; (21) We expect Jacobs to submit a completed 6 application in the next few weeks.; (22) The 7 lot subdivision off Landwehr north of Willow is working on 7 submitting their formal application; (23) Developer for the proposed assisted living on the south west 8 corner of Techny and Shermer is working on a formal application; (24) Mission Hills - Red Seal submitted 9 a formal application for approval of subdivision design; (25) The Board is open to new concepts for the 10 Downtown Zoning code. A report will be forthcoming to the Board in April; (26) Board authorized design 11 studies for improvements to the downtown streetscape; (27) The Facebook campaign continues with 12 the Chamber of Commerce; (28) Village Board adopted a new set of building codes. New codes are 13 effective May 1; (29) ICDC members are conducting business visits in April/May and will report their 14 findings. 15 Discussion on Role of EDC 16 Chairman Kahan continued discussion on the role of the EDC. He asked for information and some history 17 regarding Barilla who will take over the former Nestle space located on Dundee near Skokie. He 18 questioned if the continuation of the Class 6b should have been reviewed by the EDC. President Frum 19 provided the history of the property and the timeliness of the property turnover. She shared that the 20 Village was pleased to find a tenant that could use the features of the building and that the Village was 21 able to continue the 6B status. Village Staff Liaison Schoon offered that Village ties the 6B to the 22 business occupying the property, while the County gives the 6B to the property and Northbrook holds a 23 separate side agreement. President Frum questioned how to encourage business but still allow the 24 taxing bodies the opportunity to be involved. Dr. Hewitt explained how we need to trust the Village in 25 the process. EDC can play a big roll and have impact by raising community awareness on the importance 26 of economic development. President Frum asked how big of a role would EDC like? In response to 27 comments by Member Roloff regarding why development is good, President Frum stated that the 28 Village can do a better job on educating why development is good, and she offered that as existing funds 29 dry up, new development can replace those funds without the need for cutting services or raising taxes. 30 Member Roloff added that we can do a better job of publicizing the benefits of development projects 31 through the Village newsletter and sending messages to the local media regarding all of the proposed 32 development projects. All agreed EDC is important because of the sharing of information and then 33 returning that information back to the taxing bodies i.e. schools, library, and park is critical for financial 34 success. 35 Updates from Each Taxing District 36 Library - The Library is finishing up their construction project and waiting for the certificate of 37 occupancy. The new space will officially open in May with a grand opening planned for June 13-14. EDC Meeting Minutes – April 9, 2015 1 District #30 -The district is in good financial health. They have three new board members and one 2 returning board member. Full day kindergarten has been approved. 3 District #27 - Experienced their first PARC testing situation. Administrators were happy with the results. 4 They have implemented a Vision 20/20 resolution for IASA school administrators to deal with unfunded 5 mandates. A consortium was formed with District #225 to purchase some of their bandwidth. It will be a 6 huge savings. 7 District #31 - No major construction projects are going on. Enrollment is increasing. The HVAC system in 8 Field school is deteriorating and in need of repair this summer. A bond hearing is planned for April 23. 9 One board member was re-elected along with two new board members. 35-40% of students have 10 limited English. A thorough systems assessment must be done to meet the needs of the children. They 11 are working on a new five-year strategic plan. 12 District#28 - District #28 is saving $1K per month by sharing strategic bandwidth with the high school. 13 The Westmoor project is near the end and is ready for asphalt paving. They will study whether or not to 14 implement full day kindergarten. A returning incumbent and two new board members were elected. 15 District#225 - Two new principals have been hired. Lauren Sternfeld Fagel will replace Brian Wegley at 16 GBS. Dr. John Freeman will replace Paul Pryma at GBN. The Glenbrook musical, "How to Succeed in 17 Business without Really Trying" is scheduled for April 29-May 2. Congratulations and thank you to Sally 18 Larmore for her service as she will retire this summer. 19 Park District - Three incumbent commissioners were reelected along with one new commissioner. The 20 Anetsberger property was remediated and is ready to be reseeded this spring. Northbrook will have an 21 additional six acres of open space. Arbor Day is the last weekend in April. They are expecting 2000 22 participants to engage in their summer camp program. 23 Old Business 24 President Frum stated that several commissions have openings, i.e. Senior Services, EQC, Youth. If 25 anyone knows of any qualified candidates, please send an email to President Frum. She will reach out to 26 the individual. Residency requirements are in effect. 27 New Business 28 President Frum explained how the Village will lose some funding in 2015 due to the State of Illinois' 29 insolvency. The amount of funding that will be lost in 2016 is not known but President Frum has reached 30 out to our legislators to plead the cause of Village Government. 31 Adjourn 32 On motion made and seconded, the meeting was adjourned at 9:10 a.m. 33 Respectfully Submitted - Sue Anetsberger
