ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
January 17, 2013
Chairman Jeremy Reynolds called the EQC meeting to order at 7:05 p.m. in the Terrace Room of the
Northbrook Village Hall, 1225 Cedar Lane.
The following Members were in attendance: Chairman Jeremy Reynolds, Michael Beeftink, Brian Bruce,
Scott Robson, Linda Masters and Fred Paul. A full quorum was met.
Also Present: Liaison Andrew Letson.
Members absent: None.
Minutes
The minutes of the November 15, 2012 meeting were reviewed. A motion was made by Member Masters to
approve the minutes as presented. This was seconded by Member Paul. On a voice vote, the motion passed
unanimously.
Chairman’s Report
Chairman Reynolds said that the EQC/Stormwater subcommittee has still not met. Chairman Reynolds will
continue to be in contact with the Village Engineer regarding a meeting schedule.
Chairman Reynolds stated that the commission continues to search for a new member. The Commission
agreed to continue speaking with people they know to try and identify a potential member. Staff Liaison
Letson said that he would speak with staff about promoting the open seat in an upcoming newsletter.

There were no members of the public who wished to speak.
Village
Chairman Reynolds asked Staff Liaison Letson if there was any update regarding the sustainability plan.
Staff Liaison Letson informed the group that the consultants are still working on a draft and the
Commission will be informed when it is ready.
The group continued a discussion regarding multiple approaches to improving the Techny Basin/Willow
Festival area. It was decided that a strategy to move forward would be developed for the next meeting.
The Commission discussed requirements to qualify for the 50/50 drainage program. Chairman Reynolds
stated that he would develop a draft brochure that discusses green stormwater mitigation techniques for the
next meeting. The brochure will be used to provide more information to residents who have experienced
flooding in their yards.
The Commission briefly discussed ideas for their booth at the upcoming Earth Day Event. Ideas included
promoting the sustainability plan and raffling a rain barrel. The Commission agreed to further discuss
options at the next meeting.
Staff Liaison Letson provided a brief overview of the Village’s snow and ice removal procedures. The
discussion focused on the Village’s use of beet juice in an effort to minimize the amount of salt deposited

on the roadway. The Commission expressed interest in being informed of staff’s assessment of the
effectiveness of the solution after the snow season passes.
New Business
No new business.
Next Meeting
The next regular meeting of the EQC will be held on February 21, 2013. Member Bruce requested that an
item be added to the next agenda regarding an update on the Community Garden.
Adjourn
Member Bruce motioned, seconded by Member Masters to adjourn the meeting at 8:10 p.m. On voice
vote, the motion passed.
