APPROVED MINUTES OF THE
ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
December 18, 2014
Chairman Jeremy Reynolds called the EQC meeting to order at 7:11 p.m. in the Shermer Study of
the Northbrook Village Hall, 1225 Cedar Lane.
The following Members were in attendance: Chairman Jeremy Reynolds, Michael Beeftink, Fred
Paul and Scott Robson. A full quorum was met.
Also Present: Staff Liaison Andrew Letson
Members absent: Marjorie Satten and Brian Bruce
Minutes
The minutes of the November 20, 2014 meeting were reviewed. A motion was made by Member
Beeftink and seconded by Chairman Reynolds to approve the minutes as amended. On a voice vote,
the motion passed unanimously.
Chairman’s Report
New Member Search
Chairman Reynolds reminded the group that Member Garber had resigned and encouraged everyone
to help with the search.

There were no members of the public who wished to speak.
Village
Continued Review of Winnetka Coal Tar Based Pavement Sealant Ban
Chairman Reynolds provided a brief overview of the Village of Winnetka’s enforcement process,
specifically that their process is based on contractor reporting and random testing. Member Paul
stated that since there are varying methods of enforcement, how comfortable would the Village be
with a ban? The group discussed methods of enforcement and the associated time commitment.
Chairman Reynolds said that he fells the Village Board would probably be interested in having the
Commission meet with a representative from the industry. The group discussed the industry’s position
as expressed during the Winnetka meetings. Member Paul suggested inviting a sealing company to
come speak at a meeting.
Staff Liaison Letson reminded the group that the impetus for this discussion was based on a request
from the Village President to determine if the Commission had a position on the Winnetka ban.
Chairman Reynolds suggested that the Commission put together a summary of their findings with
potential avenues for moving forward. Member Robson volunteered to combine the group’s findings
into a summary report.
New Business
Member Robson asked where things stand with the stormwater projects that are currently under
design. Staff Liaison Letson provided a brief overview of the projects that are being designed and those
that will be constructed in the coming months. He highlighted the Sunset Lane project, which the
Commission had previously reviewed for possible grant funding and stated that the Village plans to
move forward with a basin that uses native plantings. Chairman Reynolds stated that he is pleased that
the Village is making an effort to implement green practices into the stormwater projects, when
feasible.
Next Meeting
The next regular meeting of the EQC will be held on January 15, 2015.
Adjourn
Member Robson made a motion to adjourn the meeting was made at 8:03 p.m. The motion was
seconded by Member Paul. On a voice vote, the motion passed.
