MINUTES OF THE ENVIRONMENTAL QUALITY CONTROL COMMISSION VILLAGE OF NORTHBROOK August 20, 2015 Chairman Reynolds called the EQC meeting to order at 7:02 p.m. in the Shermer Study of the Northbrook Village Hall, 1225 Cedar Lane. The following Members were in attendance: Chairman Jeremy Reynolds, Members Michael Beeftink, Marjorie Satten, and Brian Bruce. A full quorum was met. Also Present: Staff Liaison Emily Creer and Dale Duda Members absent: Member Scott Robson Minutes The minutes of the June 18, 2015 meeting were reviewed. A motion was made by Member Beeftink and seconded by Chairman Reynolds to approve the minutes as presented. On a voice vote, the motion passed unanimously. Chairman’s Report New Member Search Staff Liaison Creer provided an update on the new member search. She noted no additional applications for appointment had been submitted, but Dale Duda would be appointed at the August 25, 2015 Board Meeting. An additional member was still needed to have a full committee. There was a discussion about how to get additional new members with diverse backgrounds. All members were asked to reach out to those in the community who might be interested. Dale Duda was introduced and provided background information about her volunteer activity with the Village in the past. Citizen Concerns Hear from the Audience There were no members of the public who wished to speak. Village a. Continued Review of Winnetka Coal Tar Based Pavement Sealant Ban Chairman Reynolds presented the current draft summary to the Commission and requested comments and feedback. The Members made minor edits to the document presented and requested the document be submitted to the Village President for her consideration. Staff was directed to provide the summary to the Village President once the final edits were incorporated. A motion was made by Member Bruce and seconded by Member Beeftink to approve the Coal Tar Ban Summary as edited and present the summary to the Village President. On a voice vote, the motion passed unanimously. b. Staff Report on Earth Day Staff Liaison Creer provided information about Earth day event including a breakdown of recycling totals. She noted the Commission may be able to be more involved in the event in the future and the Commission agreed this would be a good place to get involved. New Business Member Bruce provided an update about the community garden and noted there may be additional space on the 2300 block of Waukegan Road for another garden. Next Meeting The next regular meeting of the EQC will be held on September 17, 2015. This meeting will consist of primarily planning on the direction of the Committee. Adjourn Member Bruce made a motion to adjourn the meeting at 7:40 p.m. The motion was seconded by Member Satten. On a voice vote, the motion passed. Respectfully submitted, /s/ Emily Creer_ Liaison
