DRAFT MINUTES OF THE ENVIRONMENTAL QUALITY CONTROL COMMISSION VILLAGE OF NORTHBROOK November 20, 2015 Chairman Reynolds called the EQC meeting to order at 7:00 p.m. in the Shermer Study of the Northbrook Village Hall, 1225 Cedar Lane. The following Members were in attendance: Chairman Jeremy Reynolds, Members Michael Beeftink, Dale Duda and Brian Bruce. A full quorum was met. Also Present: Staff Liaison Emily Creer Members absent: Member Marjorie Satten, Scott Robson Minutes The minutes of the September 17, 2015 meeting were reviewed. Member Duda requested clarification be added to Chairman Reynolds comment on being more reactive. On a voice vote, the motion passed unanimously. Chairman’s Report New Member Search Chairman Reynolds noted an additional member was still needed to have a full committee. He also mentioned that an application for appointment had been received and was currently being reviewed by President Frumm. Chairman Reynolds also noted that Member Robson may step down from the Commission necessitating an additional member. Citizen Concerns Hear from the Audience Tracy Becker discussed the possibility of composting Village-wide. Village a. Strategic Planning Chairman Reynolds noted this is an ideal time to begin working on projects due to the winter season and urged the Commission to take on multiple projects at this time. Member Bruce requested that staff look into updating the green building ordinance and stated he would be willing to take the lead with the Commission. He also provided background information on the ordinance. He noted that the ordinance should include certifications beyond LEED. Member Duda provided additional information about the Monarch Project and how the Commission and Village could get further involved. She requested the Commission develop a formal recommendation for the Board to consider. The Commission continued to discuss the possibility of developing an adopt a river program. b. Coal Tar Update Chairman Reynolds informed the Commission that the recommendation would be discussed at the Community and Sustainability early next year. He also provided a summary of the coal tar meeting he attended in Wilmette. New Business No new business was discussed. Next Meeting The next regular meeting of the EQC will be held on December 17, 2015. Adjourn Member Beeftink made a motion to adjourn the meeting at 8:03 p.m. The motion was seconded by Member Bruce.
