DRAFT MINUTES OF THE ENVIRONMENTAL QUALITY CONTROL COMMISSION VILLAGE OF NORTHBROOK December 17, 2015 Chairman Reynolds called the EQC meeting to order at 7:01 p.m. in the Shermer Study of the Northbrook Village Hall, 1225 Cedar Lane. The following Members were in attendance: Chairman Jeremy Reynolds, Dale Duda, Marjorie Satten, Tara Wesselink and Brian Bruce. A full quorum was met. Also Present: Staff Liaison Emily Creer Members absent: Member Michael Beeftink, Scott Robson Minutes The minutes of the November 20, 2015 meeting were reviewed. Commission Duda suggested adding Tracy Becker as part of the audience. Commissioner Bruce added additional context to statements regarding the green building ordinance. On a voice vote, the motion passed unanimously. Chairman’s Report Welcome New Member The Commission provided introductions for Citizen Concerns Hear from the Audience There were no members of the public who wished to speak. Village Strategic Planning Member Bruce stated he would like to proceed with working on the green building ordinance. Staff Liaison Creer stated the Coal Tar discussion at the Board level would be scheduled next year. Member Duda provided background information on the Monarch project. There was discussion regarding the Fiscal Year 2016/17 budget. The Commission requested the following items be included in the budget discussion: utilizing natural plantings in Village-owned detention basins, signage for milkweed throughout the Village, and providing milkweed to residents participating in the rain garden program. Staff Liaison Creer presented an update on the sustainability plan. There was a discussion regarding updating the information about the sustainability plan on the website including changing the document to no longer read draft and bullet points about the status of the plan. New Business No new business was discussed. Next Meeting The next regular meeting of the EQC will be held on January 21, 2016.
