MINUTES OF THE
ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
January 21, 2016
Chairman Reynolds called the EQC meeting to order at 7:05 p.m. in the Shermer Study of the
Northbrook Village Hall, 1225 Cedar Lane.
The following Members were in attendance: Chairman Jeremy Reynolds, Dale Duda, Michael
Beeftink, Scott Robson, Tara Wesselink and Brian Bruce. A full quorum was met.
Also Present: Staff Liaison Emily Creer
Members absent: Member Marjorie Satten
Minutes
The minutes of the December 17, 2015 meeting were reviewed. The word Commission needed to be
changed to Commissioner, Tara Wesselink’s name needed to be added to the introduction of the new
member, the phrase “no member of the public wished to speak” needed to be changed to “no
members of the public were present”, the word charging needed to be changed to changing and milk
weed need to be altered to read milkweed. On a voice vote, the motion to approve the minutes as
amended passed unanimously.
Chairman’s Report
Chairman Reynolds reported on additional Coal Tar research he would make available via email.

There were no members of the public present.
Village
Monarch Project Update
Commissioner Duda stated there was a meeting of the Monarch Consortium and that meetings will be
held on the second Monday of each month. The Consortium is contacting schools to conduct
presentations. A letter was also drafted to send to businesses to ask for a commitment to planting
milkweed. Commissioner Robson offered to contact the park district to increase milkweed plants on
the riverbed. Staff Liaison Creer provided information about the types of signs that will be available
and will be bringing examples of possible signs to the next scheduled meeting. Commissioner Duda
requested that information about the Monarch Project be added the Village website. Staff was
instructed to begin the process of developing a portion of the website.
Green Building Ordinance
Commissioner Bruce began research on updating the Green Building Ordinance. He mentioned
updating the LEEDs portion of the ordinance, adding energy star and a reduction in permit fees for
environmentally friendly practices.
Budget Update
Staff Liaison Creer provided an update on the adding a line item to the budget to fund EQC initiatives.
She also noted that this will be part of the draft budget that has not yet been approved by the Village
Board.
New Business
Commissioner Bruce noted there will be a garden club meeting on February 16, 2016. He requested
the garden club be added to the next meeting’s agenda. They are in the process of adding a third
community garden. There was discussion regarding commercial recycling options. Member Wesselink
provided information on Terracycle, providing background information on how the company works.
Next Meeting
The next regular meeting of the EQC will be held on February 18, 2016.
Adjourn
Member Bruce made a motion to adjourn the meeting at 7:46 p.m. The motion was seconded
Member Beeftink. On a voice vote, the motion passed.
