ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
November 17, 2016
Chairman Reynolds called the EQC meeting to order at 7:00 in the Shermer Study of the
Northbrook Village Hall, 1225 Cedar Lane.
The following Members were in attendance: Dale Duda, Tara Wesselink, Michael Beeftink, Brian
Bruce, Scott Robson and Jeremy Reynolds. A full quorum was met.
Also Present: Staff Liaison Emily Creer
Members absent: None
Minutes
The minutes of the September 15, 2016 meeting were reviewed. On a voice vote, the motion to
approve the minutes passed unanimously.
Chairman’s Report
Chairman Reynolds noted a new commissioner was appointed at the November 17, 2016 Village Board
Meeting.

Audience member was present to observe the meeting.
Village
Monarch Project Update
Member Duda provided the update on the monarch project. She stated the group will no longer be
doing presentations but will ask the schools PTOs to hold presentations instead. They will be preparing
kits instead of actually conducting the presentation. Member Duda expressed interest in developing a
program for the milkweed signs in which residents participate by taking a picture of their garden that
contains milkweed which would be posted on the Facebook page. She also stated she would like an
update to the website about the monarch project. She stated she would be handing out vouchers for
milkweed on Earth Day which would be picked up at Flamingo Friday. She also requested that a
subcommittee be formed for monarch specific work.
Community Garden
Member Bruce requested this item be taken off the agenda until March. He stated the community
garden had wrap up party at Crestwood and in the spring an eagle scout project would take place at
Temple Beth-El. He also stated he was looking for someone to coordinate food donation to the food
pantry.
Proposed Amtrak Hiawatha Service Increase Discussion
The proposed Amtrak Service increase was discussed and the Commission agreed further research is
necessary to determine the impact on Northbrook residents.
Standing Water at 3105 Walters
Staff Liaison Creer summarized the issue at 3105 Walters and the Commission determined that this
type of problem would be more appropriate for the Storm Water Commission due to the nature of the
issue.
New Business
Commissioner Wesselink stated she would like to create a Green Business Award similar to that of the
Village of Glenview. She will be looking into criteria to create such an award. There was also a
discussion of developing a heritage tree program that tracks all the heritage trees in the Village and
displays them in some form.
Next Meeting
The next regular meeting of the EQC will be held on December 15, 2016.
Adjourn
Member Bruce made a motion to adjourn the meeting at 8:11p.m. The motion was seconded by
Member Robson a voice vote, the motion passed.
