ENVIRONMENTAL QUALITY CONTROL COMMISSION
VILLAGE OF NORTHBROOK
January 19, 2017
Chairman Reynolds called the EQC meeting to order at 7:02 in the Terrace Room of the Northbrook
Village Hall, 1225 Cedar Lane.
The following Members were in attendance: John Albrecht, Tara Wesselink, Michael Beeftink, and
Jeremy Reynolds, Dale Duda, Brian Bruce and Scott Robson. A full quorum was met.
Also Present: Staff Liaison Emily Creer
Members absent: None
Minutes
The minutes of the November 17, 2016 meeting and December 15, 2016 were reviewed and approved
as drafted.
Chairman’s Report
There was a discussion of coal tar ban status. Chairman Reynolds stated Representative Laura Fine is
putting through a bill with the state legislature and that President Frum is interested in the state
approach rather than local regulations. Ms. Creer provided information about the Winnetka coal tar
ban and stated information about coal tar is being added to the village website. There was a request
for the coal tar information to also be added to the village newsletter. There was a discussion about
the locals and types of terracycling that would occur at Earth day. Member Wesselink also requested
information about the popcorn at Earth Day.

Village
Green Business Award
The information gathered by Member Albrecht for the green business award was discussed. The
Commission discussed who would be on the selection committee, who would be giving out the award,
the timeline for the award and criteria for the award. Ms. Creer stated she would follow up with village
staff to ensure the award concept is viable.
Heritage Tree Program
Member Duda stated she would like to focus heavily on the green business award exclusively. The
Commission agreed that the green business award was a priority but they would continue to pursue all
venues.
New Business
No new business was discussed.
Next Meeting
The next regular meeting of the EQC will be held on February 16, 2017.
Adjourn
Member Duda made a motion to adjourn the meeting at 8:13p.m. The motion was seconded by
Member Beeftink a voice vote, the motion passed.
