INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMISSION
Village Hall Terrace Room
June 25, 2013
Members Present: Chairman Patrick Lederer, Tensley Garris, Larry Herskovitz, Brian Lee, Richard
Rushkewicz, David Gottleib, Curt Wilens and Dick Leopold.
Members Absent: Mark Friedman, Jill Narens.
Staff Present: David Schoon and Tom Poupard.
Call to Order & Introductions
Chairman Lederer called the meeting to order in the Terrace Room of Village Hall at 7:35 a.m.
Review of Minutes:
On a motion made and seconded, the minutes from the April 23, 2013 ICDC meeting were approved with
the following changes; Mark Friedman and Curt Wilens were present at the meeting.
Public Comment- Hear from the Audience

Community Planning and Economic Development Coordinator Report
Schoon provided updates regarding; 1) Susan Elfant has joined the Plan Commission, creating a vacancy on
the ICDC Commission, 2) Wal-Mart has resubmitted plans for staff to review. A public hearing is to follow.
New hours of operation would be 6:00 am to midnight, 3) 770 Skokie development site now includes the
Zengeler property. The applicant has requested TIF funding. Staff will meet with the applicants. The
applicant’s TIF wish list includes public infrastructure, property acquisition costs (Zengeler property)
relocation fees and site preparation. The request would require an amendment to the current TIF Plan.
The Village Board Administration and Finance Committee does feel there is enough public benefit to
warrant further study of the TIF request, 4) Nestle has requested an electronic sign, which would require a
text amendment, 5) Skokie/Dundee proposed restaurant is working on a land swap with the Rehabilitation
Institute, 6) 3845-3955 Dundee- Timber Ridge Subdivision has not submitted a formal application but
considering smaller planned unit development plan, 7) Essex is interested in the property at 2600 Dundee
for a cottage style housing development, 8) Walters/Lorenz mixed use project - Board is open to the
project. Parking is an issue, 9) the Village Board adopted the ICS District, 10) there is interest from
developers of 2 & 3 lot subdivisions at 1435 Pfingsten, 3535 Walters and on Catherine.
Discussion of Food Truck Regulations
A written report was included in the packet which recapped what occurred at the June 11 th
Communications & Legislation Committee meeting. Tom Poupard further stated that mobile food vendors

vary from ice cream trucks to gourmet trucks. The gourmet type trucks are often invited to certain
locations or just set up at one spot. The Board felt we need some type of regulation especially in the
downtown area where there are brick and mortar establishments. Set location standards, tell them where
they can or cannot park. Staff is gathering additional information and will be presenting back to the
Communications and Legislations Commission in August.
The ICDC members discussed the issue with the following comments/questions- 1) Suggested trying the
truck regulations for a trial period before setting them in stone, 2) confirm that we are collecting sales tax
on these sales, 3) are OSHA guidelines followed, 4) make sure they are complying with health standards and
ask questions concerning their operation/procedures. Conceptually, the Commission was behind the idea
of allowing food truck with the proper regulations.
Discussion of 2013-2014 Work Programs
Schoon reviewed the updates to the 2013-2014 work program, which the Commission accepted.
Old Business
In response to a question, Schoon indicated that traffic counts along Dundee and Skokie were taken before
and during the recent road construction on Lake Cook Road and Willow Road. The 2012 traffic counts are
down compared to 2008. In 2013, the traffic has increased from 2012, most likely due to Willow Road and
Lake Cook Road major road construction. The Shermer Road railroad bridge should be in place later this
year; and the roadway must be completed no later than September 2014, but more than likely will be
completed sooner.
New Business
Member Garris stated the legislative lunch held June 24 was successful. The Business Expo is planned for
July 22.
Next Meeting
The next ICDC meeting is scheduled for July 23, 2013. It was suggested that the meeting be cancelled due
to a few members not being able to attend. If no items needed immediate attention, the meeting will be
cancelled.

On motion made and seconded, the joint meeting was adjourned at 8:45 a.m.
