1 APPROVED 2 MINUTES OF THE VILLAGE OF NORTHBROOK 3 INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMISSION 4 5 Village Hall Terrace Room 6 September 24, 2013 7 8 Members Present: Chairman Patrick Lederer, Tensley Garris, Larry Herskovitz, Richard 9 Rushkewicz, David Gottlieb, Curt Wilens, Brian Lee, and Jill Narens. 10 11 Members Absent: Mark Friedman and Dick Leopold. 12 13 Staff Present: David Schoon. 14 15 Others Present: Gregg Graines, David Strosberg, Michael Nortman, Brian Pawlick, and Tim 16 Sojern. 17 18 Call to Order & Introductions 19 20 Chairman Lederer called the meeting to order in the Terrace Room of Village Hall at 7:35 a.m. 21 22 Review of Minutes: 23 24 On a motion made and seconded, the minutes from the August 27, 2013 ICDC meeting were 25 approved as presented. 26 27 Public Comment- Hear from the Audience 28 29 None 30 31 Community Planning and Economic Development Coordinator Report 32 33 Schoon provided updates regarding; 1) the third public hearing concerning Walmart occurred on 34 September 23 with approximately 475 people in attendance and 60 people speaking. As some of the 35 public did not get a chance to be heard, the meeting is continued to October 23 for additional public 36 comment. Walmart has resubmitted drawings with design changes to the east side of the building, 37 2) the owner of the northeast corner of Skokie/Dundee is still pursuing a restaurant, 3) Nestle is still 38 interested in the electronic sign, 4) the developer of the Timbers Edge Subdivision has submitted a 39 formal application for 24 single family home development, 5) Board to review a proposed 26 home 40 subdivision by Pulte Homes at Sanders/Willow, 6) continued interest in small subdivisions, such as 41 1539 Sunset Ridge, 7) the Board Communications and Legislation Committee still studying food truck 42 regulations. Per the Commission’s request, Schoon will verify if food trucks can be within 100 ft. of a 43 brick and mortar establishment, 8) Schoon attended AIRE trade show and next week will attend 44 Chicago ICSC Deal Making convention, 9) Village continues to study Shermerville Commons with 45 respect to its use other than storm water storage, 10) reviewed food regulations regarding brisket 46 slicing of meats prepared outside a food establishment. 11) Lake Cook Road is ahead of schedule, ICDC Meeting Minutes September 24, 2013 1 Willow Rd. culvert will take 90 additional days and South Shermer Road should be open September 2 2014. 3 4 Discussion Regarding Docket No. 13-01: NorthShore 770 Mixed Use Project Located at 770 Skokie 5 Boulevard 6 7 Schoon summarized the proposed application submitted by Morningside Crossroads Partners LLC 8 requesting to develop the northwest corner of Dundee Road and Skokie Boulevard with a luxury 9 apartment building and grocery anchored shopping center. The Plan Commission is currently 10 reviewing the application and the Architectural Control Commission has recommended approval of 11 the design of the building, signage and landscaping. 12 13 Schoon stated that Plan Commission members have expressed through their questions some 14 concerns with the project in relation to the density of the site, traffic and impact on existing 15 businesses. The Plan Commissions biggest concerns deal with parking for residential and the 16 proposed left turn into the site from Dundee Road. 17 18 ICDC members asked the 770 representatives questions concerning traffic at the intersection and 19 within the complex itself, perspective tenants, the apartments’ impact on the school districts, impact 20 on Village services such as police & fire, landscaping and sight line issues. The applicant responded 21 to all of the questions. 22 23 Representatives from Morningside gave some background information on the site. The Applicant 24 discussed further the traffic studies and analysis as well as potential roadway and intersection 25 improvements. The proposed improvements would maintain approximately the same level of 26 service as is currently provided at the intersection and make it safer. 27 28 The ICDC members discussed their thoughts on the requested zoning and subdivision relief. Member 29 Herskovitz made a motion, seconded by Member Lee. On a vote of 7-0, with one abstention 30 (Gottlieb), the Commission adopted the following recommendation. 31 32 The proposed development is consistent with the Comprehensive Plan’s land use designation 33 for major corridor multi-uses and that an appropriate zoning district should be created to 34 accommodate the development. Recommendations regarding the specific requirements of 35 the new zoning district and other necessary zoning and subdivision relief should be left to the 36 Plan Commission and the Architectural Control Commission, both of which have far greater 37 expertise with these areas. 38 39 The Commission noted that it was only commenting on the zoning and subdivision relief and asked to 40 be provided the opportunity to comment on the Applicant’s tax increment financing request when 41 that information becomes available. 42 43 New Business 44 45 Member Garris stated the Chamber is working with the Village once again on the Shop & Dine 46 campaign. The commercial will be shown on Comcast this holiday season. October 28 is the ICDC Meeting Minutes September 24, 2013 1 Chamber’s annual taste and auction event.
