1 APPROVED 2 MINUTES OF A MEETING OF THE VILLAGE OF NORTHBROOK 3 INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMISSION 4 5 Village Hall Board Room 6 February 25, 2014 7 8 Members Present: Chairman Patrick Lederer, Tensley Garris, David Gottlieb, Jill Narens, Richard 9 Rushkewicz, Dick Leopold, Tom Washburn, Curt Wilens, Mark Freeman, Brian Lee and 10 Larry Herskovitz. 11 12 Others Present: Michael Nortman and David Strosberg from Morningside-Crossroads Partners LLC. 13 14 Staff Present: Mike Strong, David Schoon and Colleen Brunner. 15 16 17 Call to Order & Introductions 18 19 Chairman Lederer called the meeting to order in the Terrace Room of Village Hall at 7:30 a.m. New member, 20 Thomas Washburn was introduced to the Commission. Member Rushkewicz brought up the issue that six 21 members have terms that will expire April 30. Chairman Lederer will bring the subject to Sandy Frum's 22 attention. 23 24 Review of Minutes: 25 26 On a motion made and seconded, the minutes from the January 8, 2014 Joint ICDC-EDC meeting were 27 approved as presented. 28 29 Public Comment- Hear from the Audience 30 31 None 32 33 Community Planning & Economic Development Coordinator Report 34 35 Schoon provided updates regarding; 1) 430 Dundee Road - Marathon owner continues to work with Rehab 36 Institute of Chicago regarding the land swap, 2) 2370 Waukegan proposed Waterway Car Wash- The Village 37 has received a formal application, 3) Accelerated Center at 1900 Old Willow has a temporary occupancy 38 permit, 4) The expansion of the Village Green Center is in for review & approval, 5) have received 2 39 applications for cell towers, one at Decoma Day Camp and one at the YMCA, 6) there will be a public hearing 40 soon for Timbers Edge- 24 single family subdivision, 7) Pulte Homes plans to submit a formal application for 41 the proposed 24 single family homes at Landwehr/Willow, 8) Anetsberger property which is 17 acres located 42 at Waukegan/Voltz is for sale and is zoned for single family residential development 9) Willow Road widening 43 is progressing and 10) Union Pacific bridge project-waiting for IDOT to complete temporary road repairs. 44 45 In response to Member Garris’ question if the Village has had inquiries concerning medical marijuana facilities, 46 Schoon replied that the Village has received inquiries and will be looking at amendments to our Zoning 47 regulations regarding locations of such facilities. 48 49 50 ICDC Meeting Minutes February 25, 2014 1 Review and Discuss NorthShore 770 Tax Increment Financing Request and Proposed TIF Plan Amendments 2 3 The ICDC had requested the opportunity to review the TIF application and make its comments available to the 4 Village Board. David Schoon included a detailed background of the project and TIF application with the packet. 5 At the meeting, Schoon recapped the original TIF dates, monies and agreements made by the Village and 6 county. 7 8 The Administration & Finance Committee has recommended making $ 4.9 million available for roadway 9 expenses ($2,020,000); entryway improvements ($200,000) Zengeler relocation, excluding land costs 10 ($760,000) and site prep work ($1,920,000). There will need to be an amendment to the TIF- removing the 11 residential component, eliminate any references to residential development, remove 50% surplus declaration, 12 add relocation costs as an eligible TIF expense, bring the plan current with state codes, and adjust the budget 13 to current dollars ($5,700,000). 14 15 Discussion was then opened to the members of the commission. Chairman Lederer asked if the expense of the 16 improvements to Dundee/Skokie would be carried to future developments, such as vacant ComEd Site. Also, 17 will future improvements be made to the intersection if that land gets developed? Schoon stated that the 18 current proposed roadway improvements consists of the most we can do with the intersection given 19 limitations regarding existing developments at the intersection and the limitations. The Village Board is 20 committed to dual lane widening on Dundee, but must coordinate with the state and consider how this will 21 impact existing businesses. They do not want this issue to hold up the 770 project. 22 23 Michael Nortman explained his companies view of the TIF and project in general and stated that this is a 24 unique opportunity for the community as a public and private project. 25 26 In response to a question as to why the proposal is for the TIF on 100% of commercial and not on the 27 residential, Schoon explained that the developers have indicated that they do not need the TIF increment from 28 the residential portion to finance the $4.9 million TIF note. Removing the residential parcel from the TIF 29 district allows all of the taxing districts to immediately start to capture property tax revenue from the 30 residential portion. 31 32 After some discussion, Member Lee made a motion to support the Administration & Finance Committee’s 33 recommendations regarding the TIF financing request and the corresponding necessary TIF Plan amendments. 34 The motion was seconded and approved by a vote of 10-1, with one abstention (Gottlieb). 35 36 Old Business - None 37 38 New Business- 39 40 Member Garris stated the Chamber’s annual meeting is March 3 at 5:00 p.m. The next Commission meeting is 41 scheduled for March 25, which is over spring break.
