1 APPROVED 2 MINUTES OF A MEETING OF THE VILLAGE OF NORTHBROOK 3 INDUSTRIAL AND COMMERCIAL DEVELOPMENT COMMISSION 4 5 Village Hall Board Room 6 April 22, 2014 7 8 Members Present: Chairman Patrick Lederer, David Gottlieb, Jill Narens, Richard Rushkewicz, Dick 9 Leopold, Curt Wilens, Brian Lee and Larry Herskovitz. 10 11 Members Absent: Tensley Garris, Mark Freeman, and Thomas Washburn 12 13 Staff Present: Mike Strong, David Schoon and Colleen Brunner. 14 15 Review of Minutes: 16 17 On a motion made and seconded, the minutes from the February 25, 2014 ICDC meeting were approved 18 as presented. 19 20 Public Comment- Hear from the Audience-None 21 22 Community Planning & Economic Development Coordinator Report 23 24 Schoon provided updates regarding; 1) North Shore 770- Plan Commission has reviewed final plans and 25 given its recommendation for approval. The issue will go to the Board on May 13; 2) Property owner of 26 430 Dundee is still working with Rehab Institute on land swap; 3) public hearing set for the proposed 27 Waterway Car Wash/gas station on Waukegan Rd.; 4) the expansion of the Village Green Center is in for 28 second staff review. It should go to the Plan Commission by the end of June; 5) no further activity at the 29 Parkinson downtown property; 6) Plan commission recommended approval of the cell tower located at 30 4350 Walters and the cell tower at 2750 Techny is under staff review; 7) Developer interested in the 31 former 5/3 bank site at 2775 Dundee as a Dunkin Donuts with corporate offices on the second floor. 32 Board concerns are with parking, hours, lighting, etc.; 8) Owner of 4181 & 4201 Lake Cook wants to 33 expand parking to the east & south by acquiring the adjacent lot. 9) Preliminary review for a proposed 34 office building at 2990 Dundee, at the corner of Dundee and Anthony, is going to the Board tonight ; 10) 35 Board has had a preliminary review for a senior assisted living facility at Pointe Drive and Lake Cook. It 36 was originally planned for a hotel and has been undeveloped to date; 11) 1030 Angle- this property is 37 adjacent to Walgreens parking lot and current owner is planning on selling property. Owners would like 38 to see the area designated for business use. Board was general receptive to the idea; 12) Timbers Edge- 39 Commission is generally receptive to the plan. Plan Commission would like to see it reduced by 3-4 units. 40 Normandy Hill residents have traffic concerns; 13) Pulte Homes’s development proposed at 41 Landwehr/Willow underwent another preliminary review before the Board. Height and density 42 concerns remain; 14) Anetsberger property at Voltz/Waukegan has narrowed it down to 1-2 developers. 43 There are heritage and landmark tree issues on site which require Board approval for removal; 15) 44 2420/50 Landwehr proposed 12 unit PUD- Board is generally not receptive to the project; 16) working 45 on Shermerville campus concept with stormwater detention. Will present to the Board next month; 17) 46 working on zoning code amendments for the downtown when time allows; and 18) Staff has budgeted 47 money for a consultant to do a downtown parking study. 48 ICDC Meeting Minutes April 22, 2014 1 Chairman Lederer asked if the commission will have any input on the proposed purchase of Five Seasons 2 by the park district. Schoon said representatives from the Park District could be invited to review the 3 proposal with the Commission at a future meeting. 4 5 Member Wilens stated that the stormwater management budget is significant. He requested that the 6 Commission get an overview of the projects at a future meeting from engineering staff. 7 8 Review of a Request for the Class 6b Classification for the Property at 1880 Holste Road 9 10 A written report was included with the packet. Additionally, Schoon went over the details of the 11 buildings condition and the proposed use by TZAM Diagnostics. The Commission discussed the 6b 12 request. 13 14 The Commission discussed whether or not the building needed the Class 6b for a business to occupy it. 15 Some members expressed that the 6b is appropriate as the building has been vacant for 4 years and is 16 functionally out of date. Given the fact that the Applicant has delayed the purchase shows sincere 17 interest and need of the 6b. Others questioned that if the appraised value of $750,000 is with or 18 without the 6b; if it is without it not certain the 6b is appropriate. 19 20 The Commission also discussed the company in terms of its financial viability and the benefits it may 21 bring to the community. 22 23 Further discussion occurred. A motion was made supporting granting the Class 6b for the property. The 24 motion was seconded. The motion was adopted by a vote of 9-0. 25 26 Review Working Draft of a Guide to Opening a Restaurant in Northbrook 27 28 Mike Strong and Nick Desario created the guideline as a tool for future business owners. The 29 Commission thought it a very valuable tool. Chairman Lederer recommended adding the location and 30 screening requirements concerning garbage containers would be helpful. Additionally, include drive thru 31 information. Member Freeman who owns restaurants was not at the meeting but relayed that the guide 32 was a good resource. Member Wilens suggested taking the guideline to existing restaurants in 33 Northbrook for their comments. The members like the guideline and suggested expanding the idea to 34 guidelines for opening a business or office in Northbrook. 35 36 Discuss 2014-2015 Work Programs 37 38 A list was included in the packet but Schoon wants input from the Commission concerning what issues 39 staff should address. The Commission suggested that staff 1) continue to visit businesses in the 40 community and discuss their concerns; 2) target certain sectors of business that the Village would want 41 in the community and attend their trade shows; 3) expand transit or improve it in Northbrook. Pace 42 currently has some programs but perhaps Village could budget money to participate in more services; 4) 43 repair the streets which were damaged by severe winter weather; and 5) survey area business to 44 identify issues they may have. 45 46 Old Business - None 47 ICDC Meeting Minutes April 22, 2014 1 New Business- 2 3 Members Narens noted that Brad Schneider will be speaking at the Deerfield Village Hall on gun safety. 4 On Tuesday April 29 is the Chamber’s economic breakfast meeting. 5 6 Adjourn - 7 On motion made and seconded, the joint meeting was adjourned at 9:00 a.m. 8 9 Respectfully Submitted – 10 Colleen Brunner
