12 Review of Minutes
13 On a motion made and seconded, the minutes from the June 23, 2015 ICDC meeting were approved as
14 submitted.

16 Community Planning Report
17 David Schoon, Village Staff Liaison provided information on the current status of development projects:
18 (1) NorthShore 770 - Mariano's opens today, August 25. Kriser's Natural Pet and Chipotle are scheduled
19 to open next and the residential building is starting to take leases on the spaces. It's due to open in early
20 2016; (2) 430 Dundee Marathon and the Rehab Institute – continue their discussions on the land swap;
21 (3) 1000 Skokie Proposed Mixed Use Project with Lifetime Fitness, Children's Learning Adventure and a
22 residential building - project is at the Plan Commission. Two concerns are placement of the residential
23 building and size, and parking; (4) Dunkin Donuts at 2775 Dundee is waiting on Nicor to shut off the gas
24 to demolish the building; (5) LSC Development - Metro Storage at 2121 Shermer is under construction.
25 The proposed self storage facility at Sunset Ridge and Skokie Blvd. is at the Plan Commission. They will
26 vote next week and recommend approval; (6) 4201 Lake Cook, proposed self-storage building - no new
27 news; (7) Waterway Gas & Wash on Waukegan Rd. is under construction; (8) Meadow Park Office
28 Complex - Lurie Children's Outpatient Clinic hopes to be in operation in September and Bright Horizon's
29 later; (9) Dunkin Donuts at 1003-15 Waukegan Rd. is proposing to tear down part of the building and
30 add parking and a drive-through; (10) Auto Care Imports - a special permit was granted, however the
31 applicant is not in compliance. The special permit has expired and they are in need of a new permit. It
32 will go before the Plan Commission 9/15/15; Residential Projects (11) Timber's Edge by KZF has received
33 all of their approvals; (12) Edward R. James at Voltz and Waukegan did not receive Plan Commission
34 recommendation of approval. Biggest outstanding issues are number of units, traffic on Voltz, tree
35 preservation and impact fees. The applicant is doing more to their plans and will resubmit prior to the
36 Village Board Planning & Zoning Committee discussing the item; (13) Jacob's Homes at 1179-1291
37 Shermer - The Plan Commission public hearing is set for September 29; (14) The Lodge - Phases 4 & 5 –
38 staff is waiting for them to resubmit, Northbrook Memory Care is under construction; (15) Shermer
39 Patriot Care 94 units - application received but needs variations based on the first review; (16) Mission

1 Hills - final plat will go to the Plan Commission on September 1; (17) Downtown Streetscape Plan - Roads
2 need to be resurfaced in the downtown area and ways are being looked at to increase streetscape and
3 on-street parking; (18) Downtown Zoning Code - The Board has continued the discussion until after the
4 summer. (19) Village considering a variety of Zoning Code Amendments - a) renewing special permits;
5 b) authorizing minor SP and variation changes; c) authorize SP ownership transfers; d) allowing Board
6 exceptions over codes; (20) The Facebook campaign continues with the Chamber of Commerce. A new
7 commercial will be produced for the holiday season with the focus more on specific shopping
8 opportunities within Northbrook.
9 Discussion of a Request by Bell Flavors and Fragrances for Village Support of the Cook County Class 6b
10 Classification for New Construction at 3200 Arnold Lane
11 David Schoon, Village Staff Liaison provided information on Bell Flavors and Fragrances' request for a
12 Class 6b for a building project located in Sky Harbor. Bell has been in existence over 100 years and has
13 been located in Northbrook for decades. Bell develops flavors and fragrances for a variety of industries.
14 Bell's worldwide headquarters are located in Northbrook, having called Northbrook their home for
15 decades. Bell employs approximately 180 employees in Northbrook. They operate another facility in
16 Middletown, New York for a total workforce of approximately 470. Bell is looking at an expansion at this
17 site and is also looking at the option to expand at an existing facility in New York as they have reached
18 building capacity. Their campus consists of two buildings and they also lease space at other buildings
19 nearby. They are seeking two small additions to the building located at 3200 Arnold for 15,000 square
20 feet and interior work of 5,000 square feet. It will add to their dry blend area operation and fragrance
21 innovation center. Improvements are expected to cost approximately $5 million. Their workforce is
22 expected to increase by 35-40 new employees with annual salaries ranging from $40,000 to $80,000.
23 Annual payroll with the new employees would be $15,000,000.
24 Class 6b reduces the assessment rate over a period of 12 years from 25% to 10%. The reduced rate is
25 10% for the first ten years and then gradually increases back to 25% at year 13. Class 6b states that the
26 building has to be used for industrial purposes or research and development. There are three categories
27 under which 6b can be requested. 3200 Arnold Class 6b is requested for new construction. The reduced
28 assessments would apply to the value added as a result of the new construction only. The property had
29 a 6b on it designated under the criteria of abandonment when Bell purchased the building in 2011. This
30 will expire in 2018. This was prior to the Village adopting the new 6b that ties the occupation to the
31 business of the building. Bell was able to take over and benefit from the remainder of the existing 6b.
32 The Board will consider the resolution at their meeting tonight. A recommendation from ICDC is
33 requested. Schools and the Library are for 6b, the Park District does not support Bell's request for 6b.
34 Schoon asked if the request for 6b meets the Cook County and Village criteria and is the incentive
35 appropriate. At this time Schoon stated he did not know how the Assessor will determine what the
36 market value is but that the appropriate assessment rate would be applied.
37 Chairman Lederer stated that 6b will help expand the tax base by creating more square footage and
38 more assessment. Member Garris stated that Bell is a growing company with headquarters in

1 Northbrook and made a motion that ICDC recommended approval of 6b for Bell Flavors and Fragrances.
2 The motion was seconded by Member Washburn and was approved unanimously.
3 Business Visits
4 David Schoon, Village Staff Liaison reported that he has heard back from roughly one half of the
5 committee with ideas and suggestions. He asked if anyone had any specific names or a specific category
6 that was not included on the original list that membership would like to visit, please contact Schoon. He
7 and Member Garris will work on assignments. Member Rushkewicz suggested adding Bell Flavors and
8 Fragrances to the list. The Commissioners have completed 22 visits to date. Statistics have revealed that
9 finding employees seems to be a big issue.
10 Pace Bus Shelter
11 David Schoon, Village Staff Liaison stated that he contacted Pace last week to see where they were with
12 their additional counts. Pace replied that they want to do survey counts for a couple of more months
13 before they make a recommendation. ICDC is interested in getting bus shelters in Sky Harbor where
14 there is a Shuttlebug route. Pace is willing to install shelters if there is warrant for it. Member Blyth
15 asked if the Commission looked at numbers for Skokie Blvd. Schoon replied that they have not but
16 Chairman Lederer stated that it might be something that the Commission should pay attention to.
17 New Business
18 Member Garris reported that a meal packing event to assemble 40,000 pasta meals is scheduled for
19 Thursday, August 27, at the Hilton Chicago Northbrook. The Chamber of Commerce is sponsoring
20 Leadership Northbrook, an eight week session program beginning in September that offers a firsthand
21 look at the inner workings of Northbrook. The Chamber Annual Auction and Taste is scheduled for
22 Monday, October 26, 5-7:30 p.m., at the Renaissance Chicago North Shore Hotel.
