1 Approved 2 MINUTES OF THE VILLAGE OF NORTHBROOK INDUSTRIAL AND COMMERCIAL DEVELOPMENT 3 COMMISSION 4 Village Hall Terrace Room 5 October 27, 2015 6 Members Present : Chairman Patrick Lederer, Mark Freeman, Tensley Garris, David Gottlieb, Larry 7 Herskovitz, Brian Lee, Dick Leopold, Richard Rushkewicz, Thomas Washburn, and Curt Wilens 8 Members Absent: None 9 Staff Present: David Schoon, Assistant Director, Development and Planning Services 10 Public Present: None 11 Recorder: Sue Anetsberger 12 Review of Minutes 13 On a motion made and seconded, the minutes from the August 25, 2015 ICDC meeting were approved 14 as submitted. 15 Public Comment-Hear from the Audience-None 16 Community Planning Report 17 David Schoon, Village Staff Liaison provided information on the current status of development projects: 18 (1) NorthShore 770 - Mariano's is open, the two remaining commercial buildings under construction are 19 Panera and PNC. Fuddruckers and Roti are interior build outs that are under construction. The 20 residential component is scheduled for occupancy to begin in early 2016; (2) 430 Dundee Marathon and 21 the Rehab Institute discussions between the two parties continue; (3) 1000 Skokie - Mixed Use Project is 22 going to the Board this evening. The Plan Commission failed to recommend approval due to density, 23 exclusivity of the site, and parking issues but the Architectural Commission voted for approval; (4) 24 Dunkin Donuts at 2775 Dundee - The existing structure has been demolished; (5) Metro Self Storage at 25 2121 Shermer is under construction; (6) Lock Up Self Storage on Skokie Blvd. was approved by the 26 Village Board; (7) 4201 Lake Cook, proposed self-storage building has not submitted a formal 27 application; (8) Waterway Gas & Wash on Waukegan Rd. held its grand opening last week; (9) Meadow 28 Park Office Complex with Lurie Children's Outpatient Clinic and Bright Horizon's is pretty much finished; 29 (10) Dunkin Donuts at 1003-15 Waukegan Rd. - the applicant will not pursue; (11) JCC is looking to 30 expand by adding a 13,000 sq. ft. physical fitness facility. Item will go to the Board 's first meeting in 31 November; (12) Auto Cars Imports zoning compliance issue was summarized; (13) the Verizon at 235 32 Skokie signage zoning compliance issue was summarized; Residential Projects (14) Memory Care Facility 33 on Point Drive is under construction; (15) Timber's Edge at 3895 Dundee by KZF is working on securing 34 financing for the subdivision; (16) Edward R. James at Voltz and Waukegan has reduced the number of 35 units from 36 to 34 and has revised the layout to create a cul-de-sac. No conclusion has been reached on 36 the emergency gate; (17) Hovanian Homes submitted a formal application for 7 homes at 2420 37 Landwehr; (18) The Lodge Expansion - waiting on applicant to resubmit; (19) Proposed Memory Care 38 Assisted Living Facility at Techny and Shermer - waiting on the applicant to resubmit after staff review; 39 (20) Jacob's Homes at 1179-1291 Shermer - a revised plan was received last night. Plan Commission ICDC Meeting Minutes – October 27, 2015 1 members major concerns were not enough parking and open space. Number of units has been dropped 2 from 76 to 73, coming back to the Plan Commission next week; (21) Jacob's Homes will not pursue a 3 development project on South Shermer and Stanley; (22) Mission Hills - The Village Board approved 4 subdivision of the property and necessary variations; (23) Class 6B request was approved for Bell Flavors 5 and Fragrances; (24) Downtown Streetscape Plan - Committee of the Whole deferred the meeting until 6 the first meeting in November; (25) Downtown Zoning Code - Some items will go back to The Board at 7 the first meeting in November; (26) Board considering amendments to streamline special permit and 8 variation process; (27) Burial of utility lines amendment - eliminate fees in lieu of burial of lines (new 9 and existing), can still request waiver of requirement; (28) Schoon attended the ICSC Deal Making, which 10 provide an opportunity to connect with brokers, developers, and retailers; (28) Summit of Regional 11 Competitiveness - Schoon attended the conference and participated in information sharing and talk of 12 how to encourage economic development in our tri-state region (Wisconsin, Illinois, Indiana) including 13 transportation issues, work force development and water resources; (29) Annual Joint Review Board 14 met to reviewing the activity within the TIF district over the past fiscal year; (30) The Facebook campaign 15 continues with the Chamber of Commerce. A new commercial will be produced for the holiday season 16 with the focus more on specific shopping opportunities within Northbrook. 17 Discussion followed. Member Garris asked if the Village is receiving funds due from the State. David 18 Schoon, Village Staff Liaison replied that the road tax fund has not been received and that there is some 19 delay in income tax distribution. 20 Business Visits 21 Chairman Lederer reported that new visit information has been sent to membership. Schoon asked that 22 completed visit information be turned in to Member Garris. David Schoon, Village Staff Liaison offered 23 his help with any problems members might encounter connecting with contacts and offered to 24 accompany members on business visits if desired. If a member is uncomfortable with the business that 25 they have been assigned, a reassignment will be provided. 26 Pace Bus Shelter 27 David Schoon, Village Staff Liaison stated that he recently contacted Pace. Pace is waiting for the 28 September ridership numbers before they do more study. Schoon has not yet heard back from Pace. 29 October 14, 2015 Economic Development Committee Meeting 30 EDC members discussed their role in the community at their last meeting. It seems that most of the 31 taxing districts find the meetings beneficial. A small percentage of the group feels the group should be 32 more active in the community promoting economic development within the community. Chairman 33 Kahan brought up the idea of perhaps disbanding the Commission at the January 2016 meeting as the 34 Commission has reached their goal of educating the community on the importance of economic 35 development. Members present said that they felt it was still beneficial to meet and find out what is 36 going on in the Village and communicate with each other. Member Rushkewicz asked them to share 37 comments if the State of Illinois budget issues have impacted them in any way. Discussion followed. 38 Concerns arose about the State of Illinois proposed property tax freeze, pension payment obligations, 2 ICDC Meeting Minutes – October 27, 2015 1 expenses that are facing the local taxing districts, and concerns of Deerfield District 109 and special 2 education. Members questioned and discussed if the Commission should produce a formal statement 3 and take a stand on the issues at the State level. The EDC decided that it would not issue a formal 4 statement. 5 New Business 6 Member Garris thanked everyone for coming out to support the 22nd Annual Auction and Taste 7 sponsored by the Chamber on October 26, 2015. Over 350 people were in attendance. The State of the 8 Village Address is scheduled for January. The Chamber is looking for a membership director with sales 9 skills. Please share any potential names with Member Garris. 10 Chairman Lederer asked Commission members for new content.
