12 Call to Oder & Introductions
13 ICDC Chairman Lederer called the meeting to order in the Terrace Room of Village Hall at 7:30 a.m.
14 Chairman Lederer welcomed Steve Lewis of Lewis Floor & Home to the Commission.
15 Review of Minutes
16 On a motion made and seconded, the April 26, 2016 ICDC meeting minutes were approved as
17 presented.
18 Public Comment-Hear from the Audience - None
19 Community Planning Report
20 David Schoon, Village Staff Liaison provided information on the current status of development projects
21 Northeast Northbrook: (1) NorthShore 770 - Residential units are under construction, 25% of the units
22 have occupancy permits. Only one small commercial space remains unoccupied; (2) Lifetime Fitness at
23 1000 Skokie - Applicant is in for final engineering plan approval, then will present to the Plan
24 Commission and Board for final plan approval; (3) 430 Dundee Marathon and the Rehab Institute -
25 Applicants are working on the details for the application to be submitted to the Board; (4) Lock Up Self
26 Storage at 990 Skokie Blvd.- Construction continues on the self storage building; (5) North Shore Place at
27 1000 Sunset Ridge Assisted Living Facility - asking for approval to install more parking as demand for
28 parking is greater than anticipated; (6) AMC Theaters Renovation at 1525 Lake Cook Road - Board
29 reviewed preliminary application to change seating and serve alcohol. Amendment to special zoning is
30 needed, Board will determine if it is a major or minor change; (7) Green Acres Country Club at 916
31 Dundee Rd. – There are no formal proposals to redevelop the property at the present time; Northwest
32 Northbrook (8) Northbrook Memory Care Facility at 99 Point Drive – building construction continues; (9)
33 Timber's Edge at 3895 Dundee - three permits for homes on the site were issued; (10) Dunkin Donuts at
34 2775 Dundee - Project is under construction; (11) Noggin Builders at 3000 Dundee - Board approved
35 special permit to allow relocation of business; (12) Ciesel Masonry at 310-340 Melvin - Large outdoor
36 storage area approved with a Special Permit five years ago, back in for renewal; Downtown Northbrook
37 (13) Village Green Center - continues under construction; (14) Jacobs Homes - 1179-1291 Shermer -
38 Received concept plan approval for a 68 townhome development; Southeast Northbrook (15) Toyota of

1 Northbrook at 1500-50 Frontage Rd. - a renovation and small expansion project, zoning and subdivision
2 relief required for project to move forward; (16) Edward R. James - Voltz and Waukegan - 32 unit single
3 family home development concept plan approved, meeting this week with Applicant on final submittal
4 of engineering plans. Traffic study on Voltz and Lee Rd. requested by the Board; (17) Lodge on Founders
5 Drive - Phase 4 of Lodge expansion was approved. Construction can begin; South Central Northbrook
6 (18) Patriot Care - Shermer and Techny - Project is on hold; (19) Royal Truck Repair at Old Willow and
7 Shermer Rd. - Not sure if applicant will move forward with project; (20) Hanover Company Apartment
8 Building at Shermer Rd. and Stanley - At preliminary hearing, Board thought 312 unit apartment project
9 was too dense. Some Board members were concerned with overbuilding rental units within the
10 community; (21) Ultimo Motors at 1808-1850 Holste - Board approved sales tax rebate; (22) CrossFit on
11 Janke - Board will review preliminary application. Rezoning to ICS district would be required; (23)
12 Downtown Zoning - Board of Trustees and Plan Commission will hold a joint meeting in June to talk
13 about zoning regulations for downtown Northbrook.
14 Update Regarding Pace Bus Shelter in Sky Harbor
15 Liaison Schoon recapped the history of trying to get a bus shelter in Sky Harbor. Pace will only commit to
16 a shelter if there is a demand for it. A spot for a shelter was identified. The Commission is waiting on
17 Pace to collect the necessary data and report back.
18 Discussion Regarding Future Presentations & Programs - Workforce Development
19 The Commission identified that employers in the area had a concern regarding finding employees and
20 retaining them. Member Garris and Liaison Schoon inquired if the Commission was interested in
21 bringing business representatives and HR personnel together to hold discussion or form a task force on
22 how to assist employers. The task force would meet two or three times. Liaison Schoon provided a slide
23 presentation and gave an overview of goals of the Northbrook Workforce Development Taskforce.
24 Member Leopold suggested adding "What the Village might do to make Northbrook a more attractive
25 place for employees?" Member Rushkewicz suggested dividing the list provided by Liaison Schoon into
26 big and small businesses as well as out to the GBS Evening School or Oakton Community College.
27 The Commission then talked about some of the challenges that they find as employers hiring and
28 retaining millennials as this group has a different perspective and a different mindset regarding
29 work/life balance. The Commission also discussed if there are certain other segments of the population
30 that should be targeted as employees, such as senior adults who are looking for second careers?
31 Commission members also discussed hearing from employees regarding the struggles they have to get
32 hourly employees and the creative things they have heard employees do.
33 The Commission also discussed if there are things we need to do at a community level to make the
34 community a more attractive place to live and work (e.g. best possible Wi-Fi, the best public
35 transportation) and then let the businesses do what they can to attract employees. It was suggested to
36 add to the Northbrook Village and Chamber of Commerce Campaign, "Live - Shop - Dine - Work -
37 Northbrook".

ICDC Meeting Minutes – May 24, 2016
1 Liaison Schoon questions if the Commission has the expertise to study and make a recommendation on
2 their own. Liaison Schoon suggests connecting with and inviting human resource people within the area,
3 whose focus is recruiting employees. That is a different approach than creating a community to make
4 Northbrook an attractive place to work.
5 The Commission decided to invite businesses from different targeted business groups representing
6 professionals, trade, retail and hourly, and to host one of these groups at their next meeting. Liaison
7 Schoon will make the arrangements.
8 Business Visits
9 Liaison Schoon stated that he sent out the next set of business visits. He encouraged members to do the
10 best they can as it can be challenging to get businesses to participate.

15 Member Garris, President of the Northbrook Chamber of Commerce reported that on Tuesday, May 24,
16 2016 at 9:45 a.m. Cook County President Toni Preckwinkle will speak at a special legislative forum co-
17 hosted by the Glenview Chamber and Northbrook Chamber at Bredemann Lexus in Glenview. On
18 Wednesday, May 25, 2016, Chief Torres will speak at NIPTSA about procedures that need to be followed
19 to reopen your business after a fire. On Monday, June 27, 2016 at 11:45 a.m. the Annual Legislative
20 Luncheon will feature Illinois Senator Daniel Biss, Senator Julie Morrison, Representative Laura Fine and
21 Representative Robyn Gabel. On Friday, June 20, 2016 at Sportsman's Country Club the Chamber will
22 host their Annual Golf Outing and Dinner. A shotgun start is planned for 1 p.m.

25 for Tuesday, June 28, at 7:30 a.m.
