Recommending Approval an Application by the Grove of Northbrook Living & Rehab Center, LLC. (The
“Applicant”) as Owner of 263 Skokie Boulevard and Interested Purchaser of the Adjacent Dennis Drive
Right of Way (Both Properties Hereafter Referred to as the “Subject Property”), for the Purposes Of:
A. Rezoning of the Dennis Drive Right of Way Portion of the Subject Property from C5 Commercial
Boulevard District to IB Institutional Building District; B. Consolidation of Two Parcels into One Lot,
Which Includes a Variation to Reduce the Minimum Required Lot Area from 100,000 Square Feet to
No Less Than 69,690 Square Feet; C. Special Permit for the Expansion of an Existing Nursing and
Personal Care Facility; D. Variation to Allow a Floor Area Ratio of Up to 0.40, Which is Greater Than
