MINUTES OF A SCHEDULED MEETING
OF THE STORMWATER MANAGEMENT COMMISSION
VILLAGE OF NORTHBROOK
COOK COUNTY, ILLINOIS
May 16, 2013
Village Engineer Paul Kendzior called the meeting to order at 6:30 P.M. in the Second Floor Conference
Room at the Public Works Center. Members present: Adele Sturgis, Robert Kaplan, Eugene Chodash,
Peter Rosner and Craig Hetue. Chairman Robicsek arrived later. Staff present: Village Engineer Paul
Kendzior, and Minute Recorder Colleen Brunner.
Minutes:
On a motion made and seconded, the March 21, 2013 minutes were approved.
Updates on the FY 2012/2013 and FY 2013/2014 Stormwater Management Improvement Projects:
A detailed written report was included with the packet. Additional comments are as follows:
1) Sunny Acres Subdivision- Additional work was added to this project on Pamela Lane due to favorable
bids received. Lawn and pavement restoration is included.
2) Ridge Road/Lee – The contractor hit an unmarked 6-inch high pressure gas main today. Despite that,
work should be completed by July 1st.
3) Shermer Road at UPRR Bridge- The new railroad bridge work should be done by December, 2013. It
will then be determined what the road condition is under the bridge, with repair work to follow and
reopening the roadway by September 30, 2014.
4) Oak Ave. Storage- The revised plans submitted need further review, and don’t look feasible.
5) Wescott Park Proposed Storage Study- This project would include underground storage with
conveyance improvements.
6) Cherry Lane Underpass & Shermer Rd. Overflow Sewer- The Village will need easements from Metra
and the Meadow/Cherry Condo Association for this project. Member Sturgis asked if we could
incorporate a retaining wall as part of the project, to help the Condominium’s with the flooding issues.
Village Engineer Kendzior stated that incorporating a retaining wall is way beyond the approved project
scope, but some additional field survey work can be added for a possible FEMA LOMA.
In addition Paul Kendzior updated the Commission concerning the April 17-18 storm event. Northbrook
received between 3.4 to 4.7-inches of rain. Public works received 83 calls from 4 A.M. to the end of the
event. 10 calls for structure flooding, 3 sanitary back-ups and many calls pertaining to street flooding.
The recently completed Techny Drain Improvements project performed great with the Woodlands area
experiencing less flooding. The Skokie/Dundee intersection flooded as usual because it drains to a poor
outlet area that is full of weed and cattails. IDOT maintains this drainage outlet, which is a regional
problem and it affects traffic. Member Sturgis suggested we use some of the vacant property nearby as
detention. Also add this to the wish list of storm projects and the Village could help pay with
underground vaults.
Standards for Rain Gardens:
Additional comments to the written report entailed concerns of maintenance of the rain garden as the
home passes from owner to owner. Member Sturgis would like to see clearer rules and regulations of rain

gardens with respect to size, depth, soil and placement. After some discussion, the Commission would
like the Village to create some guidelines for rain gardens. Perhaps an inspection 2-3 years after
installation could be tied to receiving the Village funding.
Updates for the MWRDGC Regional Flood Control Projects:
The MWRDGC has 2 projects that impact Northbrook. 1) Additional regional detention on the West
Fork. The Park District is willing to work with them. 2) Stabilization of the West Fork from Dundee to
Cherry. This project has been scaled back to an area by Dundee and Fair Lane.
Hear From the Audience:
Member Sturgis as an individual regarding her neighborhood behind St. Norbert’s. They experienced
flooding and she feels the Village should educate homeowners better about flood protection after a flood.
She has concerns with basement depth and building codes. Perhaps pay a fee for a deep basement as this
affects the displacement of ground water.
Member Robicsek would rather see the building codes changed with future development. Perhaps require
larger/better quality sump pumps.
No one on the Commission supported sending out letters to educated residents concerning flooding. The
code issue should be put on the agenda for a future meeting.
