Stormwater Management Commission

APPROVED MINUTES OF A SCHEDULED MEETING OF THE STORMWATER MANAGEMENT COMMISSION VILLAGE OF NORTHBROOK COOK COUNTY, ILLINOIS September 15, 2016 The meeting was called to order at 6:30 P.M. in the Second Floor Conference Room at the Public Works Center. Members present; Chairman Thomas Burke (arrived 6:55 p.m.) Adele Sturgis Peter Rosner (arrived 7:30 p.m.) Greg Hoeft Craig Hetue Pedro Cevallos Members absent; Eugene Chodash Leonard Rago Bill Pappas Sandra Whitmore has moved to another commission. Other staff present: Matt Farmer and recorder Colleen Brunner. Minutes: On a motion made and seconded, the minutes from the July 21, 2016 meeting were approved with the following change. Page 3, change name Craig Hoeft to Greg Hoeft. Hear From the Audience: None. Engineer Matt Farmer provided the following information. 1) Northbrook East stormwater project should be totally completed mid-November. The project required a redesign due to storm sewer and gas line conflicts. 2) Westcott Park- V3 is the contractor. The structure is in but not the mechanicals. The outfield is completed, back stops in and the irrigation system. The plantings and restoration are in process. Chairman Burke arrived at 6:55. He suggested that Baxter Woodman submit for ASCE and APWA awards for this project. Old Business: a) Follow up discussion of programming the construction and final engineering design for the Stormwater Management Projects. Farmer took the members email recommendations concerning the addendums as related to street, structure and property flooding. Addendum #2, in regards to structure flooding on First/Center, it does not look like this project can be moved up. APPROVED MINUTES OF A SCHEDULED MEETING OF THE STORMWATER MANAGEMENT COMMISSION September 15, 2016 Page |2 Members asked if Farmer could email them all a new excel spreadsheet of the projects. In regards to property acquisition, Farmer stated if a specific property is identified and the Board is okay with it, they will pursue it. In relation to project #31 (Willow Creek Subdivision), Farmer will look into which specific property is needed for the project. Members asked, if a property that is required to complete a specific project is unavailable, will the project not be able to be completed? Farmer will look into that and let the Commission know. Farmer has a spread sheet with projects in order in CIP with updated dollars. New Business: Farmer explained that Sandra Whitmore has moved to another commission. He asked the commissioners if 9 commissioners would be better than 10 so that a quorum was met with 5 rather than 6 commissioners. All agreed that 9 commissioners would be better than 10. a) Introduction of New Stormwater Management Commission member Pedro Cevallos told members he is from Ecuador, owned an engineering firm and is retired. He is happy to be on the Commission where he can share some of his knowledge. b) Verbal Update of the Current Stormwater Management Projects 1) Northbrook East is 80% completed. The pipes are in the ground and should be done mid- November. The contractor is Virtano. 2) Westcott Park- should be completed mid-October. Next Meeting: Meeting is scheduled for November 17th. Cevallos will be absent. January 2017 meeting- Hoeft will be absent. It was determined there will not be a November meeting.
