40 1. Call to Order
41 Chairperson Slawson-Martens welcomed everyone. Student Chair Traub called the meeting to order in
42 the Terrace Room of Village Hall, 1225 Cedar Lane, at 7:01 p.m. A quorum was present.

44 2. Approval of Meeting Minutes
45 Commissioner L. Bosacoma moved, seconded by Chairperson Slawson-Martens, to approve the YC
46 meeting minutes of September 21, 2016. On a voice vote, the motion unanimously carried.

1 Staff Liaison Gianni moved, seconded by Commissioner Hazaray, to move agenda item Discussion
2 regarding local elections under Planning/Discussion/Action Items to be next. On a voice vote, the motion
3 unanimously carried.

5 Discussion regarding local elections
6 Staff Liaison Gianni introduced President Frum who will speak about Northbrook elections.
7 Chairperson Slawson-Martens reminded the YC that the question …. What is the Northbrook
8 Caucus? …. came up in a previous YC meeting.

10 President Frum advised elections are every 2 years (includes Northbrook Park District,
11 Northbrook Public Library, & Village Hall). She noted some positions are 4-year terms. President
12 Frum stated Northbrook doesn’t have parties (Democrats or Republicans). She noted a citizens’
13 group, Northbrook Caucus 2017 Party, announces candidates for elected offices. President Frum
14 shared this is a political party, and after the election, it disbands and forms anew.

16 In September, a notice is distributed to recruit positions for the Caucus. Candidates are
17 interviewed by the Caucus, and a recommendation is made. There is a Subcommittee then a
18 Caucus. Many people want to serve on the Village Caucus. The web site is:
19 http://www.northbrookcaucus.com/. Positions and qualified applications were discussed as well
20 as school districts.

22 It was asked if, besides vetting a candidate, there is an educational component. President Frum
23 stated there is some of that and also noted that a wide representation comprises the Caucus.
24 The Village does not participate in the Caucus Party.

26 President Frum shared she was the Caucus candidate, and there were 2 independents running.
27 She formed a political fundraising group and raised $20,000 (for approximately 3,000 voters).

29 It was asked why elections are in the spring. President Frum stated the State determines this.

31 The Caucus can but hasn’t had a party platform. It is looking to rewrite the bylaws (members can
32 serve two 2-year terms). Applications are 5-6 pages. President Frum stated she will submit her
33 application so the YC may view it.

35 Everyone gave President Frum an applause. She departed the meeting at 7:24 p.m.

37 4. Review “Expected Outcomes” from last meeting
38 Hear reports from Commissioners who have attended Village Board or CRC meetings
39 Commissioner Hazaray shared she attended a CRC meeting. Regarding the Celebration of
40 Cultures event, she is looking into India being represented. Commissioner Hazaray explained
41 some of her own culture. Staff Liaison Gianni advised volunteers are welcome to assist at this
42 event in April, 2017.

44 Commissioner Hazaray stated the CRC is a lively group that spoke about senior groups,
45 educational components; very community-oriented.

1 Meet new and potential YC members
2 There are no new members.

4 Discuss Family Dinner November 10th & confirm commissioner addresses
5 Staff Liaison Gianni advised the annual Northbrook Family Dinner takes place on November 10,
6 2016; all members of Village commissions are welcome. Members must R.S.V.P. and may bring a
7 guest. She distributed a list (of addresses, emails, etc.) for Commissioners to update.

9 Discuss Caucus town hall meeting observation
10 Staff Liaison Gianni shared this is November 13, 2016, at Wood Oaks Junior High School.

12 Determine date, planning & promotion for Institute for Civility workshop
13 Chairperson Slawson-Martens stated principals and school staff are interested. A previously-
14 drafted flyer was distributed; an email address will be added. She advised Dr. Michael Tarjan,
15 Assistant Principal Student Activities at GBN, would like to promote this workshop to:
16 o Student Association Board
17 o Model EU
18 o Civics Class
19
20 Chairperson Slawson-Martens advised it would be understood to attendees the workshop is
21 free. At the last meeting, it was decided the YC would participate then others could be invited.

23 Commissioner Dinelli shared comments about an individual (reference) who attended two
24 workshops in the past. Chairperson Slawson-Martens advised she spoke to a student who went
25 to the training. The student developed better skills (being a communicator, active listening,
26 presenting). A police brutality scenario was shared.

28 Discussion took place on an inter-generational workshop, tailoring the workshop, selecting
29 attendees, etc.

31 Chairperson Slawson-Martens asked if the above 3 groups should be invited; YC members
32 concurred. The date of December 11, 2016, is slated from 12 p.m. – 4 p.m. with an R.S.V.P. date
33 of December 1, 2016.

35 Commissioner Whitlock asked and Chairperson Slawson-Martens confirmed that Dr. Tarjan
36 stated these 3 groups could be spoken to by YC members; Student Commissioners L. Bosacoma
37 & Sedlak volunteered to do so.

39 Commissioner Whitlock asked if YC members should recruit participants. Chairperson Slawson-
40 Martens concurred. Commissioner S. Shin agreed this brings awareness to the YC.

42 Discussion took place on the YC’s new mission statement and placing same on the Village web
43 site.

45 Commissioner M. Bosacoma moved, seconded by Commissioner L. Bosacoma, that the YC
46 approve the Institute for Civility workshop for the date of December 11, 2016, from 12 p.m. –
47 4 p.m. along with $2,000. On a voice vote, the motion unanimously carried.

6 School News
7 In English class at GBN, a feminism club poster was removed and defamed. Feminism was
8 suggested as a future Youth Forum topic.

10 Commissioner D. Whitlock suggests posing topics as a question and report back to the YC (i.e.
11 tolerance, etc.).

13 Commissioner L. Bosacoma will bring issues of the student-run Torch newspaper to YC meetings.

15 Community News
16 Northbrook Rotary Club is seeking donations for a Coat Off Your Back drive; recipients are the
17 homeless. Receptacles are placed throughout Northbrook (and at GBN).

19 Quiz Bowl is happening on February 23, 2017, at the Northbrook Public Library. Volunteers are
20 needed. Student Commissioners S. Shin, L. & M. Bosacoma, Sedlak, and Traub volunteered;
21 Chairperson Slawson-Martens will advise library staff of same. She noted librarians are
22 assembling the questions.

24 7. Next Meeting
25 The next YC meeting is scheduled for November 16, 2016. Commissioner S. Shin volunteered to be
26 Student Chair.

29 Commissioner Moriello moved, seconded by Commissioner L. Bosacoma, to adjourn the meeting at
30 8:27p.m. On a voice vote, the motion unanimously carried.
