ADA TRANSITION COMMITTEE
REGULAR MEETING
MAY 29, 2019
ATTENDANCE: Jonathan Brown, Daisy Franklin, Samuel Pride, Beatrix Winter,

I. CALL TO ORDER
Ms. Anna called the meeting to order at 2:34 p.m.
II. APPROVAL OF MEETING MINUTES: NOVEMBER 29, 2018
** MR. PRIDE MOVED TO APPROVE THE MINUTES OF NOVEMBER 29, 2018.
** MS. WINTER SECONDED.
** THE MOTION PASSED UNANIMOUSLY.
III. OLD BUSINES
A. 2019/20 Budget Update
Ms. Keegan informed that the total amount of $ 150,000 for the 2019-2020 Capital Budget Plan
has been approved.
B. Norwalk Public School Compliance Project
Ms. Young mentioned that Melissa Marshal will be facilitating this project and also with the
original project. Ms. Young added that Ms. Marshal is very familiar with Norwalk and with
Norwalk school system. Ms. Young mentioned she had a meeting with Building Management
and Norwalk Public School Building Management to discuss about the School Compliance
Project. She believes that they would get started next month (June) and hopefully, the evaluation
should be completed by the end of summer.
Ms. Young said that, depending in what is found, it may or may not change the contract.

Mr. Brown asked if their budget would cover all the work. Ms. Young answered that it covers,
only the work Ms. Marshal will be doing. Ms. Keegan mentioned that they will see what is
appropriate for the capital budget.
C. Concert Hall
Ms. Young mentioned that she double checked just before this meeting and said that the building
management person gave the contractors an ultimatum; if the contractors don’t finish the work,
they won’t be paid. She said the last work should be done by the end of June.
Ms. Young said that this contractor has been selected because they are the lower bidder. Mr.
Pride suggested that when they sign contract with this contractor, the contractor should give
them an expectation for the deadline and if the work is not completed by the deadline, the
contractor should be penalized.
Ms. Young mentioned that it’s been a struggle working with this contractor, the work has been
carried on for a very long time, because of that, Ms. Young said that a case has been open and in
the future, even if this contractor is the lower bidder, the City doesn’t have to contract them, the
City can look for someone else.
IV. NEW BUSINESS
A. Presentation and motion on ADA Accessibility at Calf Pasture Beach – Ken Hughes,
Rec.& Parks Dept.
Mr. Hughes mentioned that he frequently receives requests for access on the sand and down to
the water. Based on that, he made a research and found a company that has this type of mat that
anybody in a wheelchair or walker, can go to the water. He explained how it works, it’s material
and said that it can be extended and made wider in a way that fits 2 wheelchairs. He added that
it’s very popular in Miami. He said that the total cost for the “roll” is around $6,000 including
shipment.
Ms. Keegan asked if $10,000 covers the main mat plus extensions. Mr. Hughes said that this
amount should cover it all, but he will contact the company requesting the total cost and will
forward the information to Ms. Keegan.
** MR. PRIDE MOVED TO APROVE THE MAT PLUS EXTENSIONS FOR THE
CAPITAL OF $ 10,000.

B. Presentation on ADA Accessibility project on City Hall Campus – Mike Yeosock &
Frances Wilkes, DPW
Mr. Yeosock and Mr. Wilkes presented the accessibility project map. The committee pointed
options for the accessibility such as: removing some bushes along the way in order to have more
space, make the ramps wider, so that it’s more comfortable. One option that the committed
believed very interesting, was to add benches along the way, so elderly people that can walk just
a few feet, could stop and rest. The benches could be covered, like shelters, for the rainy days,
and for the wintertime, to install a small heater.
A discussion followed along with more concerns and considerations.
Mr. Yeosock and Mr. Wilkes will make the proper changes, as discussed, then will have another
discussion with this committee, when the prices will have to be decided.
