Five Mile River Commission May 15, 2025 Meeting Minutes In attendance: Matt Marion (Chairman) Wim Jessup (Commissioner) Craig Jung (Commissioner) and Garth Griffiths (Harbor Superintendent) Absent: John deRegt (Commissioner) The Five Mile River Commission commenced its regularly scheduled meeting at the Rowayton Community Center at 6:00 p.m. Chairman Marion requested a vote from the Commissioners to ratify the Commission’s prior online approval of its March 20, 2025 meeting minutes. Commissioner Jessup so moved, Commissioner Jung seconded, and the Commissioners unanimously approved the March 2025 minutes. On its substantive agenda, the Commission discussed pending dock applications covering 89 Rowayton Avenue and 149 Five Mile River Road respectively. The Commission has learned that the COP application for 89 Rowayton Avenue is being amended. Thus, it is deferring written comments but will provide them to DEEP and the applicant when the revised application is submitted. As regards 149 Five Mile River Rd., the Commission conducted a site visit on April 12th and is awaiting follow-up information that it requested from the applicant regarding the location of the proposed dock within the channel. Then, Commissioner Jung reported on the completion of the ‘No Wake’ signage/float. After thanking Commisioner Jung for overseeing completion of the project, the Commission discussed the most suitable, weather-protected location for the signage near the river mouth. Last, the Commission discussed recent financial results, including YTD harbor use fee collections from docks in the river. The Commission then noted/discussed the following items in Harbor Superintendent Griffiths’ May 2025 report: (i) new mooring applications; (ii) the recent drone photos of the Five Mile River; (iii) the updated 2025 mooring map and database, and planned audit of 2025 moorings; (iii) recent commercial work performed by Edwards Marine; (iv) the FMRC’s public service message in RCA Currents; (v) Dockwa logistics and recent reservations; and (vii) the updated 2025 dock owner/user database. With no further business, the Commission adjourned its meeting at 7:00 pm. The Commission’s next scheduled meeting will be held on Thursday, July 17, 2025, commencing at 6:00 p.m. at Rowayton Community Center, 33 Highland Avenue, Norwalk, Ct. Respectively submitted, Five Mile River Commission 2
