CITY OF NORWALK LAND USE COMMITTEE April 18, 2017 PRESENT: Steven Ferguson, Chair; Frances DiMeglio; Bill Dunne; Walter McLaughlin; David Davidson; Nora King STAFF: Steve Kleppin; Frank Strauch OTHERS: Mike Yeosock Steven Ferguson called the meeting to order at 7:03 p.m. I. REFERRALS: Review & recommendation a) 8-24 Review - Department of Public Works – Review of Safe Routes To Schools Program (and Transportation Master Plan Implementation funding - Acct. #C0514) – Installation of new sidewalks, sidewalk ramps, curbing, etc. along Highland Avenue from Knollwood Road to Witch Lane including Roton Middle School Mike Yeosock continued the presentation. Bidding would go out in late May. It was moved to the Planning Commission meeting. b) 8-24 Review - Department of Public Works – Review of SoNo Streetscape Project (Local Transportation Capital Improvement Program (LOTCIP) funding and Transportation Master Plan Implementation funding - Acct. #C0514) – Installation of sidewalks, sidewalk ramps, granite curbing, etc. along Washington Street and surrounding adjacent streets Mr. Strauch began the presentation by orienting the commissioners as to the area that would be affected. Mr. Yeosock helped the commissioners to visualize what the project would look like on a site plan. Most of the funding is from the state, with city funding going to the park. There was a discussion about how the project would work with Transit Oriented Development. He said that it was more pedestrian friendly. Some parking lots have been leased to the train station. There was a discussion of the timeline of the project. c) 8-24 Review - Department of Public Works – Traffic signal improvements at various locations Mr. Strauch began the presentation by explaining how monies from the Capital Budget are accumulating to improve four intersections. He showed them aerials of each of the intersections. There was a discussion as to why these intersections were picked. Land Use Committee April 18, 2017 Page 1 of 2 They were picked on the basis of the age and condition of the equipment. Most of them were very old. Paul Sotnick continued the presentation by explaining how it was a little dangerous for technicians to fix them. Handicap ramps and crosswalks would also be installed when the project was done on some of the intersections. Ms. King remarked that she liked the poles that were now wrapped. This was a safety feature. There was a discussion about the costs. II. Plan of Conservation and Development (POCD) a) Status report Mr. Kleppin said that the staff had received a draft proposal from Stantec earlier that day. He asked the commissioners if they would hold a special meeting to discuss it which they agreed to.
