Norwalk Facilities Construction Commission July 1, 2009 Minutes (Final) CITY OF NORWALK NORWALK FACILITIES CONSTRUCTION COMMISSION JULY 1, 2009 ATTENDANCE: Mayor Richard A. Moccia; James Feigenbaum, Richard Bonenfant; Dan Cook; Paul Arcario; Joseph Beggan, Steve Kershner, OTHER: Amar Shamas, Gilbane; Call to Order Mayor Moccia called the meeting to order at 5:30 p.m. Approval of Minutes ** MR. KERSHNER MOTIONED TO APPROVE THE MINUTES OF THE MAY 6, 2009 MEETING AS SUBMITTED. ** MOTION PASSED UNANIMOUSLY. Norwalk School Projects Norwalk High School Mayor Moccia stated that prior to the project update, he wanted to notify the Commission that Mark Gorian and Dan Cook will be meeting to review further cost savings. He added that this would include a pool cover to help with the water evaporation and loss of chemicals, the installation of timers, and minor modifications to improve the ventilation and reduce humidity levels in pool areas. Project Update Mr. Shamas stated that the project was in the final stages in preparation for the state audit, which determines the final reimbursement to the City of Norwalk. City of Norwalk Norwalk Facilities Construction Commission July 1, 2009 Page 1 of 4 He presented detail and back-up documents for review only, of the following change orders that have been approved by staff: Change Order Amount Description Status PCO#00433 ($ 6,106.17) Decrease GMP Credit associated with deleting flex connectors at various AC and HV units per A/E request. PCO#00443 $ 2,794.64 Increase GMP Provide roofing work at the dry cooler dump radiator to meet requirements PCO#00444 $ 4,421.34 Increase GMP Provide speed switch at various noisy fan coil units at the interior classrooms PCO#00445 $ 3,151.58 CM Contingency Provide premium time work for site contractor during summer 2008 work. PCO#00446 $ 391.78 Increase GMP Additional bond costs associated with change order for painting contractor. PCO#00447 $ 3,274.79 CM Contingency Provide custom size thresholds at the main Entry doors due to existing conditions. PCO#00448 $ 428.33 CM Contingency Provide custom opening at the existing millwork for access to plumbing services. PCO#00449 $ 4,149.15 Increase GMP Provide railing at the stairwell windows as Requested by FM. PCO#00450 $ 37,323.00 Increase GMP Provide additional glycol at the existing heating and cooling system to protect from freeze-ups. Ponus Ridge Middle School Mr. Shamas reviewed the following items and indicated that Newfield’s CO#16 represents the balance remaining in Newfield’s (CM) current GMP for the project. Mr. Shamas also added that based on the contract requirements between the City and Newfield Construction, all balance remaining within the GMP, such as CM allowances, Contingencies and trade allowances shall be credited back to the City upon completion of the project. The project currently shows a balance remaining within the overall project budget. He cautioned the NFCC members that the balance of funds for each projects are affected by the final audit by the state and reimbursement. In certain projects such as Brien McMahon HS and Center of Global Studies where the project final costs are currently within the project budget, a shortfall is anticipated based on the final costs and the amount of the final ineligible costs on the project. Similarly for NHS, where due to high ineligible costs as well as the reduction in reimbursement rate on the project as indicated in City of Norwalk Norwalk Facilities Construction Commission July 1, 2009 Page 2 of 4 the state Dept. of Education letter dating back to Jan of 2008, the state share is expected to be reduced. Mr. Shamas indicated that at this time they are waiting the state approval of final State change orders in order to finalize the projected state share for both Ponus Ridge and Nathan Hale and these projects could be presented to the Board of Education sometime within the next two months for final acceptance in order to request state audit. Nathan Hale Middle School Mr. Shamas presented a project update and the following change orders for review only, as approved by staff: Change Order Amount Description Status CO# 0015 $ 2,088.85 Increase GMP Provide additional CM Fee associated with change order work per contract. CO# 0016 ($216,601.89) Decrease GMP Credit associated with closing out Newfield’s GMP for un-used general Conditions, CM Contingency and Allowances – Final Closeout of Costs. Mr. Shamas noted that Nathan Hale is very similar to Ponus Ridge in terms of funding and finalization of state reimbursement, once approval of the change orders is received from the State, they can be in a position to submit for final acceptance by the Board of Education as complete. The state audit can then commence and state reimbursement can be determined. He recommended that all remaining project balance should remain within the project account, similar to previous projects, until the final audit by the State is completed.
